The Ministry of Water Resources with Technical Assistance of CARE International has received a grant from the African Development Bank toward the cost of the WATER INFRASTRUCTURE DEVELOPMENT FOR RESILIENCE IN SOMALILAND PROGRAM, and intend to apply part of the agreed amount for this grant for payments of the activities under the contract for Comprehensive study for construction of 7 new Haffir Dams In drought prone locations of Somaliland.

THE WATER INFRASTRUCTURE DEVELOPMENT FOR RESILIENCE IN SOMALILAND PROGRAM is designed to contribute to resilience and improve access to water by construction of new Haffir Dams that can hold enough water between rainy seasons. The Ministry of Water Resources in collaboration with CARE International is looking for an experienced consultancy firm to carry out a comprehensive study of the appropriate Haffir dams to be constructed, the suitable geographical location, prepare structural designs and BOQs of the 7 Haffir dams that can hold water throughout the year and to supervise the construction works.

The services under this consultancy shall include:

  1. Undertake a comprehensive study required for the construction of new Haffir Dams (60,000m3 – 90,000m3 capacity) in seven locations.

  2. Consider the environmental and social impact assessment of the proposed project in accordance with National Environment Management Authority and other guidelines and come up with relevant mitigation activities

  3. To propose interventions in accordance with the scope of the work and develop a detailed work plan.

  4. Prepare detailed engineering designs with technical and safety specifications and priced bill of quantities.

  5. Prepare tender documents with confidential cost estimates and participate in the procurement process and evaluation of contractor.

  6. Provide technical supervision and guidance during and throughout the implementation of the project to ensure that the designs and technical specifications are met.

The MOWR and CARE International invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” [May 2008 edition, Revised July 2012], which is available on the Bank’s website at http://www.afdb.org.

The consultancy services numbers 1 to 5 above is expected to be executed over a period of 3 – 5 months starting from the date of contract signature. Service 6 above will be executed over an estimated duration of 6 months.

Interested consultants must provide the following information:

a. Description of similar assignments (at least three indicating the nature magnitude and scope of the assignment and staff that were involved.

b. Proven experience on study, design and supervisor of Haffir Dams and for working in similar conditions in developing countries (attach copies of relevant documents or contracts and references).

c. Proven experience on construction of Haffir Dams and for working in similar conditions in developing countries (attach copies of relevant documents or contracts).

d. Availability of appropriate skills among staff

e. Evidence of financial capacity
