Abt Associates, a major American research, technical assistance, and international development company, seeks highly qualified candidates for the upcoming USAID-funded Philippines Environment Activity. The primary objective of this effort is to enhance natural resource management so that people and ecosystems thrive. This activity will specifically focus interventions around three key areas (1) biodiversity conservation (2) increased water security and (3) decreased vulnerability to climate variability and change.


The Chief of Party is responsible for overseeing the implementation of project activities, management of project staff, and coordination with partner organizations. S/he will establish and maintain systems for project operations; coordinate and maintain working relationships with project stakeholders (including ministries, high-level government officials, private sector partners); manage local implementation teams, and collaborate with local partners to improve government capacity. This may include, but is not limited to the following:

  • Manage country-level project operations and assist in the development of annual planning and timely, high quality implementation of activities and deliverables
  • Serve as lead technical advisor providing guidance and oversight to technical staff as needed
  • Oversee the country office and supervise a multi-disciplinary team of experts
  • Manage the country office budget and ensure the submission of timely and accurate program, financial, and procurement reports
  • Establish and maintain strong relationships with USAID and local counterparts to ensure effective coordination of project activities with relevant ministries and agencies, civil society and private sector organizations, international donor institutions, various project stakeholders, and other USAID and U.S. government-funded initiatives
  • Managing national-level monitoring and evaluation of project implementation and deliverables


  • Minimum of 8-10 years demonstrated experience in one or more of the following areas: biodiversity conservation, forest management, watershed management, water resources management, WASH, climate resilient development, and disaster risk reduction

  • Minimum of 5 years of demonstrated supervisory experience, with at least 2 years’ experience managing or implementing environmental projects

  • Demonstrated experience managing USAID-funded projects required. Experience managing or implementing USAID-funded environmental projects in the SE Asia region strongly preferred

  • Demonstrated crosscutting experience in sustainable finance and/or science, technology, innovation and partnerships (STIP) strongly preferred.

  • Excellent written and oral communication skills in English required; fluency in Tagalog strongly preferred

  • Demonstrated understanding of social, economic, legislative, environmental, and cultural context of the Philippines. Experience living or working in the Philippines strongly preferred

  • University degree in a relevant field required. Advanced degree preferred
