Sudan remains in a complex humanitarian and food insecurity situation characterized by major risks and shocks of which the main ones are: conflict and population displacement, recurrent natural disasters, climate change and increasing desertification and a deteriorating economy. The frequent and intense shocks, over a period of many years, have destroyed and disrupted people’s livelihoods and eroded populations’ capacity to meet the basic food security nutrition needs and have limited the populations’ ability to withstand or recover from these stresses. Climate related shocks have been identified as one of the most confronting challenges in the country requiring urgent attention.

The World Food Programme (WFP) is the largest UN humanitarian organization and a key actor seeking to deliver relief, rehabilitation and development interventions aiming at the fight against world hunger and malnutrition. In line with this mandate and mission, WFP in Sudan has been working with governmental and non-governmental partners since 1963. Since then, WFP’s operations have expanded to all parts of the country and have evolved to match the changing context and needs. Currently, as part of the country strategic planning process, WFP Sudan is undertaking a new strategic shift from ‘life saving’ to ‘life saving and life changing’, through which WFP’s food assistance is being realigned to help achieve longer-term, food security outcomes as per Sustainable  Development Goal 2 (SDG2) by helping bridge the divide between emergency and development. Resilience-building activities, incorporating targeted and integrated package of livelihood and food assistance, will have a critical role in fostering the transition from emergency, to recovery, and in turn to development.

The Programme Officer will contribute to the strategic shift and to the growing resilience-building portfolio. The Programme Officer will be responsible for: (1) Technical support during the implementation of programme and policy areas related to resilience and livelihood, including climate and environment-related food security shocks; (2) provide guidance and support for assessments, program design, implementation, monitoring of relevant programmes (working closely with CO units, Area Offices and partners (3) interagency coordination areas related to resilience and livelihood, and (4) Advocacy & reporting.

Specific Tasks

1-Programme and Strategy Development

  • Develop a strategy and work plan for implementation of climate change adaptation & DRR activities in Sudan.
  • Identify opportunities to strengthen climate programming, policy, and analysis based on completed pilots under the WFP C-ADAPT initiative.
  • Support the early warning and climate services for smallholder pilot process in Sudan working with colleagues in VAM and the Resilience unit.
  • Provide support and guidance to area offices for the design, formulation, implementation and monitoring of integrated livelihood support programming that strengthens linkages among resilience initiatives including FFA, SAFE, F2M, PSN, and CCA/DRR and with other pillars of WFP Sudan’s Interim Country Strategic Plan (ICSP).
  • Contribute to ongoing WFP Sudan programme development processes (e.g. Country Strategy Development etc.)

2-Training and capacity building

  • Provide technical support to area offices for better delivery of integrated livelihood support programming through trainings to staff engaged in implementation, as well as follow up and incorporate innovative ideas for programme improvement.
  • Develop and roll out guidelines for mainstreaming CCA in WFP’s activities and programmes.

3-Monitoring and Reporting

  • Develop and incorporate monitoring formats outlining project activities, achievements and overall project status in collaboration with M&E Unit.
  • Review proposals and provide technical feedback to improve the deliverables under climate change adaptation & DRR thematic area.

4-Resource Management and Mobilization

  • Follow up on resource situation and identify new channels of resources.
  • In close coordination with donor relations and resource management unit, develop/review a strategy for resource mobilization, communicate, develop proposals and mobilize resources for continuation, expansion and roll out of resilience programmes.
  • Identify opportunities for engagement of government counterparts under climate finance mechanisms (e.g. Green Climate Fund).

5- Partnerships

  • Promote interagency collaboration at federal level identify potential areas of collaboration among agencies working in energy and climate change adaptation sector
  • Contribute to interagency coordination mechanisms including UNDAF processes and Humanitarian Response Plans.
  • Strengthen partnerships with relevant line ministries (including Ministry of Environment,  Ministry of Agriculture, Ministry of Welfare and Social Security)

Critical Success Factors

Demonstrated effectiveness in developing recovery programmes, bringing the existing WFP strategies into the country context; ability to provide technical advice, or mobilise technical expertise, on a broad range of operational areas to managers and staff in the region and the countries in the cluster. Strong interpersonal skills demonstrated by the ability to gain the assistance and cooperation of others in a team endeavor through demonstrated technical leadership.  Solid writing skills.  Ability to deal patiently and tactfully with people of different national and cultural backgrounds.

Qualification and Experience

Master’s Degree in one of the following areas: Social Sciences; Agriculture; International development or related field


At least 5 years of experience in livelihoods, climate related and recovery programs, especially in an emergency, recovery or development context. Experience working in refugee and or IDPs setups will be an added advantage.


Use of computers including word processing, spreadsheet and WFP software packages and systems, general knowledge of WFP/UN policies, rules, regulations and procedures.


Working knowledge of English and limited knowledge of Arabic is desirable.

Desirable skills:

In-depth knowledge of community based development and mobilization with a focus on protection, climate adaptation & energy saving and environmental activities. Experience in strategic leadership and proposal development is a must while experience in Sudan (especially Darfur) is strongly recommended.
