PURPOSE OF POSITION
 

The Purpose of this Position is to lead the Integrated Life-Saving Project WASH interventions, to manage and supervise the operations by coordinating the project implementation, monitoring and evaluation in the assigned province. Responsibilities also include the provision of technical guidance and implementation support to partners in water supply and sanitation facilities construction and rehabilitation at communities and publics institutions (schools, healthcare and public places) and in capacity building for infrastructures management and rationale utilization as needed in order to achieve the desired high impact on child and communities’ wellbeing. The primary responsibility of a provincial project coordinator is to keep the project and all related processes running smoothly.

He/she will play a key role in representing WV Burundi at key Sanitation, Hygiene and Water technical meetings and with the partners, and will liaise with the Ministry of Mines and Energy, Ministry in charge of Environment and Ministry of Health (or their equivalents), including liaison on behalf of WV Burundi with Water Authorities, as well as various related NGO partners.  The provincial WASH project coordinator will be required to effectively plan, implement and monitor WASH project in Cankuzo and Rutana provinces innovatively.

MAJOR RESPONSIBILITIES
 

  • Prepare ToRs and apply criteria for water and Sanitation facilities construction and rehabilitation selection

  • Overseeing partner staff and/or conducting water supply and sanitation system damage surveys, rehabilitation design, field implementation, water quality testing, CLTS implementation and WASH committee trainings

  • Conduct initial review of partner design submissions and make appropriate changes

  • Ensure that partner technical staff is implementing projects according to the approved design and provide technical support and learning opportunities to partner staff

  • Work in close coordination with all key stakeholders including government authorities, school management committees, teachers, other beneficiaries, partner organizations, and other providers of WASH facilities

  • Ensure participation and involvement of local authorities and the beneficiary community in program implementation so that programming occurs in a consultative, participative and gender sensitive way

  • Identify opportunities for new initiatives based on the indigenous knowledge of the communities and prepare concept notes/proposals as required

  • Assist in the design and implementation of other complementary emergency response and recovery WASH interventions and how they apply to other areas, including livelihoods, Nutrition, education, emergency preparedness, etc.

  • Ensure the implementations of all Sanitation, Hygiene and Water programs of the organization are in compliance with their plan, work schedule, budget and quality to ensure proper accountability to donors, support offices, government and the benefiting community.

  • Ensure timely and efficient monitoring and evaluation of project activities, compile project reports highlighting project impact against indicators and contribute to field based reports to WVB and/or external donors
     

Qualifications: Education/Knowledge/Technical Skills and Experience

  • B.Sc. Civil and Water Engineering or Water Resources Engineering or Civil Engineering Experience and technical and professional skills in designing and implementation, monitoring of different options/types of water and sanitation projects.  Possess thorough knowledge of national policies and international standards for water and sanitation projects/activities and their application

  • At least 5 years relevant experience in case of B.Sc. civil engineering and more than 2 year experience in WASH activities assessment, design and implementation at coordination position level.
     

Technical Abilities:

  • Experience on Social mobilization and INGO experience preferred, including training and provision of technical support to partners/communities

  • Emergency project experience preferred with proven experience in gender based and participatory approaches to development

  • Knowledge and Experience in CLTS-H, SLTS-H, and DBC Framework;

  • Proven experience of managing donor (s) funded projects or programs;

  • Good computer skills with extensive experience of using design software including AutoCAD, ArchiCAD, Excel and internet;

  • Experience in budget preparation, timeframe and report writing;

  • Fluent in oral and written English and French.

  • Proven knowledge of community development;

  • Appropriate skills and experience in the capacity building and training of staff and partners;

Working Environment / Conditions:

  • Work environment: Field-based with frequent travel from one project areas (Cankuzo) to another (Rutana)

  • Travel: 90% Domestic/international travel is required.

  • On call: 10%
