Environmental Protection Project Manager

The mission of Forestry, Horticulture and Natural Resources is to protect, restore, expand and manage New York City’s natural spaces and green infrastructure to maximize their benefits and promote their value within and outside of the urban ecosystem.


  • Under the direction of the Directors and Senior Program Managers in the Forestry, Horticulture and Natural Resources division with wide latitude for independent judgment and decision-making, help oversee natural resource assessment and monitoring required for compliance with environmental regulations and restoration and protection standards.
  • Oversee, coordinate and track the environmental review of proposed projects that may impact Parks’ natural areas and natural resources, in coordination with Parks’ Interagency Office.
  • Work with senior staff and ecologists to develop protocols for monitoring key parameters, including sedimentation and erosion, flora and fauna, soil contaminants and other parameters in various locations including coastlines, streams, green infrastructure and construction sites, to meet contractual or regulatory obligations.
  • Determine and track monitoring and reporting requirements associated with wide range of Parks capital projects and oversee data collection, documentation and analyses to meet permits and contractual requirements (including for quality control practices and data management).
  • Monitor projects in construction by other divisions, agencies and private entities impacting natural areas.
  • Prepare, and oversee staff assisting with preparation of wetlands, stormwater management and construction permits.
  • Oversee staff that schedule, conduct and report on environmental compliance projects and conduct environmental reviews in the field.
  • Work closely with the Capital and other Parks divisions to meet the agency’s environmental permit obligations.


  1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
  2. A master’s degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time experience in the appropriate field of specialization; or
  3. Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have a master’s degree in an appropriate field of specialization and at least two year of experience described in “2” above. Two years as a City Research Scientist Level I can be substituted for the experience required in “1” and “2” above. Residency in New York City, Nassau, Orange, Rockland, Suffolk, Putnam or Westchester counties required for employees with over two years of city service. New York City residency required for all other candidates.


  1. Master’s degree in an environmental science, ecology, natural resource management, environmental engineering or a related field.
  2. Excellent writing, administrative and interpersonal skills.
  3. Strong program management and organizational skills.
  4. At least three years of field experience working on ecological restoration projects, preparing permit applications, conducting regulatory monitoring and preparing reports for regulatory compliance.
  5. Demonstrated experience developing and evaluating restoration and management plans and field monitoring designs.
  6. Strong GIS, spatial and data management skills.
  7. Experience reviewing and evaluating construction plans and specifications for the purpose of developing monitoring reports.
  8. In-depth understanding of wetlands and stormwater regulations.
  9. Valid New York State Driver License.
