The New England Interstate Water Pollution Control Commission, a not-for-profit interstate agency that meets the water-related needs of its member states, is seeking a dynamic leader to serve as Executive Director.

Organizational Background: The New England Interstate Water Pollution Control Commission (NEIWPCC) is a not-for-profit, 501(c)(3) organization, established in 1947 by an Act of the United States Congress. NEIWPCC is overseen by 35 Commissioners—five from each member state—who are appointed by their state governors.

NEIWPCC serves its member states—Connecticut, Massachusetts, Rhode Island, New York, New Hampshire, Vermont, and Maine—by coordinating efforts that encourage cooperation among the states, developing resources that foster progress on water issues, representing the region in matters of federal policy, training environmental professionals, managing programs, administrating grants, initiating and overseeing scientific research, educating the public, and providing overall leadership in water management and protection. NEIWPCC’s primary mission is to integrate the states’ individual efforts to maintain and improve water quality in the Northeast.

Position: Appointed by the Executive Committee, the Executive Director represents the organization in all internal and external activities. The Executive Director manages and directs the formulation and execution of water environment initiatives that lead to the achievement of NEIWPCC’s core purposes. The incumbent will be responsible for overseeing the operation of the organization, including a staff of 110 FTEs, and the development and management of a $15 million annual budget, working collaboratively with state partners, implementing organizational best practices and policies, and ensuring that activities and initiatives approved by the Executive Committee are effectively carried out.

Principal Duties:

  • Strategic Leadership: Ensure that the vision and core values of NEIWPCC are developed, communicated, and implemented at all levels. Coordinate and collaborate with key stakeholders in the water sector including: states; federal departments and agencies; and organizational and related entities engaged in various aspects of the Commission’s priorities. Serving as the chief spokesperson for NEIWPCC, advocate on behalf of its Members to ensure that the positions and actions of the Commission are successfully presented to all interested parties. Represent the Commission at all meetings, conferences or similar venues where NEIWPCC seeks to be recognized to advance its mission and strategic goals.
  • Planning: Work closely with the Executive Committee and all Commission members to ensure the Commission has an annual workplan in place, along with the financial resources necessary to achieve its core purposes, outcome-oriented goals, and objectives.
  • Board Relations: Work with the Chairperson to enable the Executive Committee to effectively carry out its governance roles. Collaborate with the Commission Members to develop and implement plans for operational infrastructure of systems, processes, policies, and personnel to achieve the objective of NEIWPCC.
  • Financial Management: In conjunction with the Treasurer, present the annual budget and oversee all accounting functions including those necessary for auditing, budgeting, financial analysis, capital assets and property management, and payroll in accordance with generally accepted accounting principles.
  • Human Resources: Motivate and lead high-performance management and professional staff member services teams. Direct all aspects of human resource management including employee recruitment, performance management and assessment; maintain competitive compensation practices; apply Executive Committee-approved policies and benefits in accordance with federal and state requirements. Create and maintain an employment culture at NEIWPCC that attracts and retains highly qualified staff, and ensure the appropriate mentoring and continuing education for staff’s professional growth and success.

Qualifications: The successful candidate will have a graduate degree in public administration, environmental and land use planning, environmental or water science or policy or a related field. The incumbent will have a minimum of ten years’ experience in a senior management position with direct reports and budget oversight and in advocacy and policy related work, and will have a track record of effectively leading staff at regional or national levels. The incumbent will have a proven knowledge and demonstrated leadership in multiple segments of the water sector, along with a demonstrated effectiveness with public relations and experience building collaborative partnerships/alliances. The position requires frequent, independent travel to locations within our member states and nationally.
