Role Summary

Cowater International is preparing for an assignment in Punjab focusing on supporting the Government of Punjab and building the capacities in related institutions in overseeing Engineering Management Consultants (EMCs) who will be working on setting up rural water supply systems. Cowater will engage the client staff in and work on reviewing the work of the EMCs, including verification of water quality data used to identify water treatment solutions and engineering designs; developing TORs and tender documents for the implementation of those treatment solutions and associated rural water supply schemes; carrying out the procurement process; overseeing implementation and construction supervision; and contract management. Cowater will also work on ensuring the engagement of local communities in the decision making process’ in implementing the water supply solutions in general; and in WASH education and promotion. The Team Leader will work full time in Punjab and will manage the project team and be Cowater’s focal point with the client. The Team Leader will be initially contracted for one year extendable to three years.

Required Qualifications

  • Civil engineer with at least 15 years of experience 10 of them in managing programs of similar nature mostly in a developing country context
  • Specific experience in water and wastewater capital projects that entail planning; engineering surveys and designs; procurement and contracts; construction supervision; project management; contract management; monitoring and reviews; and operations of supply systems.
  • Significant experience managing rural water supply and sanitation projects and hygiene promotion
  • Demonstrated understanding of the range of capacity building, training and mentoring approaches and their applicability to different contexts and needs;
  • Excellent stakeholder management and relationship building skills;
  • Excellent speaking, writing and oral communication skills in English;

Water, Sanitation and Environment Group
