Project Overview and Role

As part of an upcoming DFID opportunityPalladium is looking for a Disaster Resilience and Climate Change Advisor to be part of a core team responsible for the delivery of a Policy and Institutions Facility (PIF) .The preferred candidate will have experience working with national disaster management and disaster resilience policy and structures in Nepal, as well as experience with climate change adaptation programming. They will have experience working with a broad range of stakeholders and at both international and national levels.

The position is based in Kathmandu, Nepal, and is full-time for five years. The potential start date is July 2017. Please note this role is contingent upon Palladium being awarded this contract.


  • Provide strategic and technical support to the PIF in the areas of disaster management, disaster resilience, urban resilience, climate change adaptation and climate finance
  • Leading and managing key initiatives and ensuring quality outputs
  • Ensuring that project objectives, outcomes, and reporting requirements are met
  • Represent PIF at the senior level with DFID, Government of Nepal, and partner organisations
  • Build strong networks and working relationships with the Government of Nepal at national and sub national levels and with civil society
  • Support the Team Leader with the provision of timely strategic and programmatic advice to DFID and other key partners
  • Support the TeamLeader with the development and delivery of the PIF work plan and reports and project and advisory outputs
  • Contribute to programme design and setup during inception.


Minimum education and experience required

  • Educated to Master’s degree level or above
  • At least 7 years of relevant experience in the fields of DRR, resilience or climate adaptation
  • At least 5 years of experience and progressive responsibility managing donor initiatives with donors, preferably DFID
  • At least 3 years’experience in public policy
  • Experience writing donor reports, preferably DFID
  • Technical expertise and experience in evidence-based policy design, planning, monitoring, evaluation and research, ideally including a mix of: Climate adaptation, resiliance,Humanitarian and/ or Disaster Risk Reduction
  • Excellent understanding of the local context, with relevant experience in Nepal and strong networks within Nepali institutions
  • At least 3 years’experience in direct line management of technical assistance teams

Key competencies and professional expertise required

  • Excellent written and verbal communication skills in both English and Nepali.
  • Strong technical writing skills, with the ability to conceptualize, write and present compelling project reports and documents.
  • Project and programme management experience, including adaptive programming in dynamic and evolving contexts
  • Experience in the application of political economy analyses and approaches
  • Strong policy influencing skills, using evidence based methods
  • High level of personal integrity and commitment to accountability
  • Very strong interpersonal skills, proficient in client and government relationship management
  • Good knowledge of monitoring and evaluation practices and approaches, both for accountability and learning purposes
  • Financial acumen and the ability to interpret and analyse financial reports, together with sound problem solving and decision making skills
