Organization Overview

The International Economic Growth Division manages projects that are pioneering new approaches to agriculture, food security, climate change, and competitiveness—as well as monitoring and evaluating projects within these sectors. We work throughout Africa, Asia, Latin America, and the Middle East for chiefly governmental clients, including the US Agency for International Development (USAID), the Millennium Challenge Corporation, the Inter-American Development Bank, the Asian Development Bank, the World Bank and the Bill & Melinda Gates Foundation.


Abt Associates seeks a Chief of Party for an anticipated USAID-funded renewable energy and climate change adaptation program in Central Asia.

Key Roles and Responsibilities

The Chief of Party will provide overall technical, administrative, and financial management leadership and oversight to the project. S/he will be responsible for all project deliverables and reporting. S/he will serve as the main point of contact with Abt Associates’ home office, USAID, partners, and project counterparts.

Preferred Skills / Prerequisites

  • An advanced degree in environmental sciences, policy, engineering, or a related field.
  • Experience managing climate change projects as a senior manager. Chief of Party experience with USAID projects preferred.
  • Experience managing donor-funded projects in developing countries, in Central Asia is preferred.
  • Experience supporting renewable energy and/or climate change adaptation projects.
  • Demonstrated ability to work and coordinate effectively with a wide variety of stakeholders, including national and local governments, civil society organizations, private sector representatives, and local communities.
  • Excellent interpersonal and leadership skills, including the ability to manage high-level relationships and motivate subordinates across large geographies
  • Fluency in English and Russian.

Minimum Qualifications

  • MA/MS with 13 years of experience or PhD with 8 years of experience or the equivalent combination of education and experience.
