Background

Cambodia has made progress in managing its water resources, which are crucial for socio-economic growth. However, water infrastructure is still underperforming, with recurring water scarcity in dry seasons and floods in wet seasons. Climate change, insufficient water storage, and intensified agriculture worsen these issues, sometimes causing crop damage even during rainy seasons. While the country has invested in irrigation, many schemes suffer from poor design, construction, and maintenance, limiting their effectiveness. To address this, the government launched a National Water Resource Management and Sustainable Irrigation Strategy (2019-2033) with a $2.6 billion investment to improve water security and agricultural productivity. This strategy focuses on Integrated Water Resource Management (IWRM) to enhance water availability, improve agricultural productivity, and tackle key threats such as climate change, institutional gaps, and ecological degradation.

Cambodia Water Security Improvement Project (CaWSIP) has been initiated through the support from the World Bank to contribute to the Pentagon Strategy (Phase1) which prioritizes water as one of the 5 main development pillars. The project aims to address these issues by improving water security and increasing agricultural productivity. The project focuses on four provinces in northeastern Cambodia-Kampong Thom, Kratie, Mondulkiri, and Preah Vihear-particularly the 3S and 5P sub-basins, which face significant water stress and are highly vulnerable to climate impacts. By strengthening water management in these areas, the project seeks to strengthen Cambodia’s resilience to future water challenges.

MOWRAM is seeking qualified candidates for the above positions to be based in MOWRAM Office.
