Job Summary DOEE oversees the District’s environmental and natural resource programs relating to the administration and enforcement of laws and regulations involving air quality; indoor air pollutants; asbestos; lead-based paint; pesticides; hazardous and electronic wastes; spill and release planning, preparedness, and response; contaminated site cleanup; underground storage tanks; erosion, sedimentation, and storm water control; water quality and watershed protection; fisheries and wildlife; environmental education; and environmental reviews. DOEE also oversees the District’s energy and sustainability programs, including issues related to energy efficiency and renewable energy programs, such as energy benchmarking, energy assistance, weatherization, energy finance programs, and solar and other clean energy programs.
Qualifications Candidates must have a law degree from an accredited institution. Candidates must also be willing to become members of the District of Columbia Bar Association.
Provide legal advice and litigation support to the agency on a variety of complex legal issues in order to facilitate accomplishment of DOEE’s broad missions and to assist agency management in administration of the agency. This includes: (1) drafting motions, briefs and orders, regulations, agency policies and guidance, District grants and federal sub-grants, Memorandums of Understanding and Memorandums of Agreement, contracts, agency testimony, and correspondence, and (2) providing legal advice and assistance on personnel, ethics, administrative laws such as the Freedom of Information Act (FOIA), and appropriations and budget matters. The successful candidate will serve as an Assistant General Counsel with primary responsibilities in advising DOEE’s Environmental Services and Energy Administrations.
The agency is in search of an attorney with experience in the areas of Environmental litigation, CERCLA, and Clean Water Act experience. This experience is the focus of the grade 14 position.
