Assignment Title: Water Resource Technician

The Government of Belize has received financing from the World Bank toward the cost of the Climate Resilient and Sustainable Agriculture Project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) is for a suitable qualified FULLTIME WATER RESOURCE TECHNICIAN FOR THE MINISTRY OF AGRICULTURE, FOOD SECURITY AND ENTERPRISE (MAFSE). The Water Resource Technician will support the MAFSE technical officers in building the capacity of farmers in the area of water management and climate change.
The GOB has appointed the Belize Social Investment Fund (BSIF) as the implementing agency for the project and the BSIF is seeking to recruit an individual to fill the position of Water Resource Technician for the MAFSE.
The consultancy is expected to be for an initial period of Twenty-four (24) months commencing June 2025. The Water Resource Technician will be supervised by the Director of Water Management and Climate Change in the MAFSE.

The Belize Social Investment Fund now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (such as cover letter, Curriculum Vitae etc.).
Minimum Mandatory Requirements *(Required) Qualifications
- Associate degree in agriculture, applied sciences, or other fields related to the assignment. (Max 10 points)
General Experience
- At least two years working experience in the public or private sector in the area of water resource management. (Max 20 points)
*If these minimum requirements are not met, candidates will not be considered for the process*
Additional Requirements (Desirable) Specific Experience
- At least two (2) years working experience using various irrigation technologies (Max 20 pts)
- At least two (2) years’ experience with providing training in water resource management using various irrigation technologies. (Max 20 pts)
- At least one (1) year experience assisting with the formulation of developmental goals related to water management and climate change. (Max 15 pts)
- At least one (1) year working experience with organizing adaptive research in irrigation or drainage management. (Max 15 pts)
Minimum total points required to be considered for the assignment is 75 points.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Selection of Individual Consultant method set out in the Procurement Regulations.
