Reporting to: Director of Policy and Programs 
Location: Marseille
Contract: 100% – CDD (limited term contract with view to evolve to a permanent contract)

Under the direct supervision of the Director of Policy and Programs and the general supervision of the Executive Director, the World Water Council is looking to reinforce its policy and program team with the hiring of a project officer who will support the Council’s programs:

A. Support the work of the Council’s various Task Forces; and especially that dedicated to water and climate change

  • Support the Task Force to develop and implement its activities including monitoring the Workplan, preparing and organizing meetings (agenda, minutes etc.), and ensuring advancement on technical areas and communications
  • Support the coordination, communication, and events-related tasks of the #ClimateIsWater initiative, including member coordination, messaging and communication, outreach and visibility, organization of events, and policy related work and deliverables 
  • Support the mobilization of political actors for water and climate, such as CoP Presidencies, negotiators, ministries, Heads of States, High Level Panels, using networks and building on existing work of the WWC
  • Support the organization of sessions with partners convened by the Council (such as during the IWRA Congress, the World Water Week, CoPs, UNFCCC meetings, World Water Forum, etc.)
  • Follow global climate processes and actions, including the work of the UNFCCC bodies, and inform the Task Force’s work
  • Prepare official documents presenting the Task Force’s work to the decision-making authorities 
  • Prepare background materials, briefs and elements of language for Council engagement

B. Support the organization of the World Water Forum, such as the thematic process, the regional process, and linkages to the program areas and events at the 8th World Water Forum

  • Follow and support the work of the Regional Process Commission
  • Maintain relevant information exchange across Processes when necessary
  • Participate in the Theme Coordination Group (TCG) for the CLIMATE Theme

C. External relations and communications 

  • Communicate effectively with targeted stakeholders, Council members, partners and WWC staff on Council’s initiatives
  • Produce clear and concise written outputs in English for use at all levels, including for publication, speeches, presentations
  • Provide regular input to update the Council website and publications
  • Speech and article writing

D. Administration and finance 

  • Work effectively as part of multi-disciplinary teams to deliver outputs to a high standard and on time
  • Manage and track budgets for specific activities ensuring that budgets are adhered to and that rigorous financial accountability is maintained
  • Supervise effectively and efficiently external inputs into program activities, including by consultants and interns, and ensure that high quality products are delivered by third parties
  • Develop and use a detailed and time-bound personal work-plan and team work plan to guide activities and to deliver results
  • Contribute to the team spirit and ethos of the WWC Secretariat and build and maintain strong relationships with members and partners

Due to evolving priorities within the World Water Council strategy, the candidate must be flexible in terms of allocation of complementary tasks. 

Candidate Requirements


  • Bachelors or Masters degree (in sciences, social or political sciences or international relations) with minimum 5-10 years working experience in this domain
  • Strong and broad understanding of water issues, climate change and international politics
  • Demonstrable understanding of major policy issues, processes and actors within the global development agenda and climate change process, and the positioning of water within these
  • Experience in developing analyses and synthetic background papers in a short period of time
  • Experience in working on complex, international multi-stakeholder processes
  • Experience in project management, developing and coordinating initiatives with a range of partners;
  • Excellent communications skills and the ability to speak and write in a clear and concise manner in English

Desirable experience

  • Besides fluency in English, good knowledge of French and other languages
  • Sense of responsibility, maturity of judgement, and an ability to work independently and in a team
  • Proven ability to write reports and documents
  • Experience in managing WordPress websites
