Objective and Purpose of the Assignment

The knowledge and support technical assistance for Policy Advice for COVID-19 Economic Recovery in
Southeast Asia (Phase 2) supports the formulation and implementation of economic strategies and policies
in developing member countries in this region.
The primary objective of the assignment is to provide comprehensive technical support to the National
Economic and Development Authority (NEDA) in assessing, formulating, and advocating for legislative
measures and policies related to water, natural resources and land use, as aligned with the thrusts of
the Philippine Development Plan (PDP) 2023-2028 and the Philippine Long-Term Vision (“Ambisyon Natin
2040).

Scope of Work

The consultant will prepare position papers and policy briefs providing analytical assessments,
empirical evidence as relevant, and technical advice on priority legislative measures on water, natural
resources and land use policy. The consultant will provide technical advice on legal issues and policy
implications.

Detailed Tasks and/or Expected Output

Key tasks:

  1. Review the NEDA’s position papers on legislative measures related to water, natural resources and
    land use, ensuring alignment with the PDP 2023-2028 and other national objectives;
  2. Provide legal and technical assessments on water, natural resources, and land use policies;
    coordinate agencies’ positions within the executive branch on proposed related legislation such as the
    National Water Resource Management Act and National Land Use Act;
  3. Analyze best practices on water and water utilities’ policies, research and examine international and
    local strategies to improve water infrastructure and access, and address institutional fragmentation;
  4. Prepare a report on water resources policy and the creation of the Department of Water Resources to
    improve water infrastructure and access, and address institutional fragmentation;
  5. Coordinate with the NEDA staff such as those with the Infrastructure, and Agriculture and Natural
    Resources teams for comprehensive review of policies; and
  6. Perform other tasks such as drafting technical notes on legislative measures, reviewing proposed
    amendments to priority bills, preparing discussion papers, participating in stakeholder engagements.
    All outputs will be subject to the review and approval by the NEDA Secretary and/or the designated NEDA
    official.

Minimum Qualification Requirements

  1. Bachelor’s degree in economics, statistics, development studies, political science, sociology,
    mathematics, or related fields
  2. Law degree (R.A. 1080)
  3. Relevant work experience on water, natural resources and land use policy reforms
  4. Analytical, good writing and communication skills in both Filipino and English, with the ability to
    produce high-quality policy documents and advocacy materials
  5. Research and work experience in competition policy, economics or law is an advantage.

Minimum Specific Experience (relevant to assignment): 7Years
