1.About Bremen Overseas Research and Development Association (BORDA)

Bremen Overseas Research and Development Association (BORDA) e.V. is a specialized organization dedicated to sanitation, poverty alleviation, sustainable resource conservation, and social infrastructure reinforcement. Established in 1977 as a German non-governmental, non-profit entity, BORDA emphasizes its commitment to decentralized sanitation, encompassing climate sensitive used water management and solid waste management, through its mission of “enabling small towns municipalities and residents to drive climate sensitive & inclusive WASH outcomes” 

BORDA is focused on development-oriented cooperation projects and services in the water and sanitation sector. We have worked in 20 countries across six regions (Las Américas, West Africa, West and Central Asia, South Asia, and Southeast Asia), providing planning and implementation of functional and sustainable solutions for water, wastewater, stormwater, and waste management. Our work also includes enabling total water cycle care and resource recovery, integrating ecological, health, and socio- economic concerns, and facilitating policies and standards. 

BORDA – SA (South Asia) is the regional unit of BORDA, working in 3 South Asian countries – India, Nepal and Bangladesh. It currently partners with 20 small and medium town across these countries, addressing the challenges posed by unplanned urbanization and climate change patterns in the water and sanitation sector. 

Its activities focus on achieving the 2030 Agenda for Sustainable Development by enabling the transition towards livable and inclusive cities, which give disadvantaged urban and peri-urban populations access to essential public services such as on-site sanitation, fecal sludge management, solid waste management, water & energy. BORDA-LO is the Liaison office for BORDA project work in India. It is based in Bangalore, India.

3. Background

BORDA has been supporting public and community sanitation systems such as toilets, WASH facilities and waste collection systems in Karnataka and UT of Ladakh. These systems are created with the focus on LIGs and prioritize community engagement and stakeholder involvement throughout the planning process. This approach fosters a sense of ownership and ensures long-term sustainability. The commitment lies in implementing technically sound solutions and customized designs that are not only sustainable from a technical perspective but also efficiently operated and maintained under local conditions, including intermittent power and water supply, and challenging site conditions such as high groundwater tables, flood-prone areas, and heavy rainfall events. 

In 2020, we supported Leh town in creating the Vision 2030, which had special focus on creating inclusive and climate resilient WASH systems for the town. The Zangsti toilet, in market of Leh, is a testament to this commitment and is operated by an NGO. Since 2020, multiple community WASH spaces were constructed for sanitation workers in Karnataka and Ladakh and a toolkit was prepared for easy replication by Government of Karnataka. 

To check the feasibility to replicate some of the best project practices in the small towns of Rajasthan, we have been coordinating with the Local Self Government (LSG) Department in Rajasthan to understand the need and requirement. It was identified that providing safe sanitation for LIGs is one of the priority and government is seeking support in getting good plans and designs for creating public / community sanitation spaces.

4. Purpose of the assignment

BORDA – Liaison Office, India invites quotations / proposals from the qualified professionals / firms for the assignment titled, ‘Public sanitation facilities for Low Income Groups (LIGs) in Rajasthan state’ with the objective to provide type designs and principals for planning public / community sanitation facilities for low?income groups, specific to the context of Rajasthan state. 

Submission of proposal

The bidder must submit the following documents via email to the email id of (bangalore@borda-sa.org) on or before 10 Mar 2025, 11.59 PM IST. Applications received after the deadline will be rejected without opening.

  • Registration Certificate / CV of principal architect.
  • One pager approach document on letterhead, signed and stamped.
  • Filled quote format (Annexure) on letterhead, signed and stamped.
  • Self-certification of not being blacklisted by central / state / local government agencies.
