REQUEST FOR EXPRESSION OF INTEREST

FOR THE ENGAGEMENT OF CONSULTANCY FIRM FOR UPDATING AND DEVELOPMENT OF ADDITIONAL CATCHMENT MANAGEMENT PLAN(CMP) FOR NASARAWA STATE

The Federal Republic of Nigeria has received financing from the World Bank toward the cost of the Agro-Climatic Resilience in Semi-Arid Landscapes Project (ACReSAL) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include to support the Nasarawa State Project management unit to update and develop 10 nos. Catchment Management Plan using the Hydroshed level 12 delineation. Specifically, the assignment will help:

  • Leverage national, regional, and global good practices to undertake watershed planning at the micro-catchment level using both analytical and meaningful stakeholder inputs.
  • Develop an appropriate knowledge base, planning framework, analytical tools, and consultation strategies for the targeted micro-catchments.
  • Update and Develop site specific micro-catchment plans covering 10 catchment areas across Nasarawa State using level 12 hydroshed watershed delineation.
  • Both the targeted micro-catchments and the Strategic CMP would feed into each other to create a nation catchment management database domicile at both the state and relevant MDAs in the State.
  • The State specific micro catchment consultants shall work with the FPMU Consultant for the integration.

The assignment will be concluded within the period of Ten (10) months.

The Nasarawa State Agro-Climatic Resilience in Semi-Arid Landscapes Project, the implementing agency now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are

  1. Evidence of the legal status of the firm (core business area and years in business). The Consultancy Firm must be renowned and well experience in the assignment with at least 10 years of cognate experience in the sector.
  2. Evidence showing the technical and managerial capabilities of the firm in the field of assignment.
  3. Capability profile of the firm (Track Records); including details of experience in similar assignments.
  4. Experience of working in a similar geographical region.

Please NoteKey Experts will not be evaluated at the shortlisting stage.

The shortlist will contain only one firm.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 [Revised September 2023] (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.  

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultancy Qualification Selection (CQS) selection method set out in the Procurement Regulations.
