Why does the job exist?
The purpose of this position is to serves as an in-house produced water and brackish water expert. This position provides technical review and expertise related to produced water and brackish water treatment technologies, pilot projects, water quality research, data analysis, and related publications. The position interacts with several entities outside of NMED, including universities, water research institutes, non-governmental organizations, stakeholders, land owners, industry, and various state and federal agencies regarding produced water and related treatment technologies. This position drafts proposed regulations, prepares written testimony, and serves as expert witness for produced water and brackish water regulations and permit actions using technical knowledge and applicable rules, regulations, and statutes.
How does it get done?
This position provides expertise in highly specialized technical fields of Geology, Hydrology, Geochemistry, Hydrogeology, Chemistry, or Environmental Science for assessing appropriate actions for assisting communities with reuse projects, operations and closure of domestic, industrial and wastewater reuse facilities and whether those facilities are in compliance with their discharge permits.
Some of the key responsibilities are:
– Assist in the development of guidance and regulations for reuse
– Review discharge permit applications, treatment facility operations and closure plans
– Draft permits
– Inspect facilities
– Review water quality investigations and monitor reports
– Oversee corrective actions and abatement plans
– Review and evaluate closure activities for sites that discontinue discharging
– Maintain organized and regularly updated paper and electronic files for each assigned discharge permit and abatement plan, including monitoring reports and permitting actions
– Prepare, review, and deliver presentations, guidance documents, and other outreach and education tools for the regulated community, stakeholders, and staff.

– Occasional contact with external Federal, State and Local regulatory bodies as well as contractors and environmental not for profit organizations

Ideal Candidate
The ideal candidate will have experience in the following:
– Strong project management skills
– Coordinating projects with multiple tasks and participants
– The federal Clean Water Act, New Mexico Water Quality Act, and New Mexico Produced Water Act
– Water quality standards/limits and related discharge permitting processes
– New Mexico’s (or other semi-arid state’s) groundwater, rivers, and streams and the state and federal agencies responsible for their management and protection
Minimum Qualification
Bachelor’s degree in Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography, Forestry/Forest Science, Conservation Science, Wildlife Science, Emergency Management, or Engineering and four (4) years of relevant experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience.

Employment Requirements
Must possess and maintain a valid New Mexico Driver’s License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment.
Working Conditions
Office setting, exposure to Visual/Video Display terminal (VDT) and extensive personal computer and telephone usage with extended periods of sitting. Must be able to lift 25 lbs. Some overnight travel, walking and hiking on uneven ground (approximately one day per week) for meetings and to visit project sites is required. Occasional evening stakeholder meetings are required.
