Purpose of Activity/Assignment:
The purpose of this assignment is to provide technical support to the Panchayati Raj and Drinking Water Department (PR&DW), Odisha, to scale up the ODF Plus program under Swachh Bharat Mission Grameen (SBMG- 3.0) with a focus on sustaining ODF behaviors and strengthening Solid and Liquid Waste Management (SLWM). This assignment prioritizes tribal-focused interventions, promoting climate resilience, and ensuring inclusivity by integrating gender-sensitive, equitable, and disability-friendly approaches. Through supportive handholding and supervision in UNICEF-supported districts, the initiative aims to address the unique needs of marginalized communities, fostering sustainable and inclusive sanitation solutions that enhance health, equity, and resilience across rural Odisha.
Scope of Work (Include Background/Rationale/Key Objectives of the Assignment):
Govt. of India launched the Swachh Bharat Mission on 02 October 2014. Under the mission, all villages, gram panchayats, districts, states and Union Territories in India declared themselves “open-defecation free” (ODF) by 2 October 2019, the 150th birth anniversary of Mahatma Gandhi, by constructing over 100 million toilets in rural India. To ensure that the open defecation-free behaviors are sustained and that no one is left behind and that solid and liquid waste management facilities are accessible, the Mission is moving towards the next stage – Phase III of SBMG i.e. ODF-Plus sustainability.
UNICEF, as a strategic partner to the Government of Odisha, is supporting the Panchayati Raj and Drinking Water Department (PR&DW). By strengthening systems at Odisha Water and Sanitation Mission (OWSM) and District Water and Sanitation Mission (DWSM) levels, UNICEF provides technical expertise in planning, capacity building, and monitoring. A technical consultant will enhance these efforts, ensuring inclusive, gender-sensitive sanitation solutions for tribal regions, addressing the needs of marginalized groups, and advancing SLWM for sustainable, resilient rural sanitation. The engagement of a technical consultant to support UNICEF and the PR&DW at the state level is pivotal in addressing critical challenges associated with SLWM in Odisha’s rural and tribal-focused contexts. With a strong emphasis on climate resilience, the engagement aims to develop sustainable and scalable solutions that enhance the equitable distribution of resources while prioritizing vulnerable groups, including women, children, and individuals with disabilities. By integrating gender-sensitive approaches and fostering inclusive participation, the consultancy will ensure that interventions address the unique needs of marginalized communities, contributing to long-term water security and improved livelihoods. This strategic collaboration seeks to align with global and national priorities for sustainable development while addressing the pressing local realities of Odisha’s diverse and often underserved populations.
UNICEF is providing technical support to the Panchayati Raj and the Drinking Water Department, Government of Odisha for system strengthening at OWSM and DWSM levels to support on planning, capacity building, programme implementation and monitoring of WASH flagships and to provide day-to-day support including field support looking for engaging a technical consultant to support UNICEF and PR&DW at state level.
Objective/s
- Support ODF Sustainability- Strengthen systems and processes at the state, district, and gram panchayat levels to sustain open-defecation-free (ODF) behaviors through effective planning, implementation, and monitoring under Phase II of the Swachh Bharat Mission Grameen (SBMG).
- Enhance Solid and Liquid Waste Management (SLWM)- Provide technical support to scale up sustainable and inclusive SLWM interventions, ensuring the adoption of climate-resilient practices that address the unique challenges of Odisha’s rural and tribal-focused areas.
- Promote Inclusivity and Equity- Integrate gender-sensitive and disability-friendly approaches into sanitation programs, ensuring equitable access to facilities and addressing the needs of marginalized groups, including women, children, and individuals with disabilities.
- Capacity Building and Community Engagement- Build the capacity of key stakeholders at Odisha Water and Sanitation Mission (OWSM) and District Water and Sanitation Missions (DWSM) levels, while fostering community-driven approaches to enhance participation, ownership, and long-term sustainability of ODF Plus initiatives.
Years of Experience/Knowledge/Expertise/Skills required:
The consultancy assignment requires an individual with maturity, good judgment, and the ability to work well with teams within the UNICEF Odisha Field Office, with senior government officials and experts.
