Duties

The policy analyst roles will require an understanding of freshwater issues and governance in Canada that impact policy approaches and freshwater management.

The role will enable you to be part of a high performing team that provides briefings, analysis, and recommendations for senior management on freshwater policy, engagement and/or waterbodies of national significance under the Freshwater Action Plan. As the Canada Water Agency has been newly created, you will have an opportunity to shape the future of the organization in terms of work and culture. Being able to build strong relationships both within the Canada Water Agency and with partners will be important for success.

The EC-5 Policy Analyst position will support on the tasks identified above. The EC-6 Senior Policy Advisor position will have more leadership opportunities commensurate with deeper experience and will work on more complex tasks and analysis than the EC-05. The team has a career ladder from EC-03 to EC-07 levels supporting succession planning.

Work environment

The Canada Water Agency is taking a hybrid approach to work consistent with the Treasury Board of Canada Secretariat guidance. This position will require an in-office presence for a minimum of three (3) days a week.

Intent of the process

The intent of this anticipatory process is to staff a minimum of 8 full-time indeterminate positions.

A pool of partially or fully qualified candidates may be established and may be used to staff similar positions at this group and level throughout the Canada Water Agency. This process may be used for various tenures (including but not limited to term and indeterminate appointments, assignments, secondments, deployments, acting appointments, casual), as well as various security requirements, language and conditions of employment.

Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

NOTE: Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCE:

For the EC-05
EX1 Significant* experience in researching and analyzing complex** issues and providing policy advice to senior management***.
EX2 Significant* experience in working collaboratively on environmental initiatives with two or more of the following partners: federal departments or agencies; provincial, territorial or municipal governments; Indigenous partners; industry; non-government organizations; other stakeholders.
EX3 Significant* experience preparing policy documents, such as briefing notes, presentations, and reports for senior management***.

*Significant is defined as a depth and breadth of experience normally acquired with having performed a broad range of related activities for a period of at least 2 years.
**For the purpose of this process, complex issues are those with at least one of the following characteristics:
a) Multi-dimensional or multi-jurisdictional or affecting many partners or stakeholders.
b) Precedent-setting or have a major impact on Canadians, or the Government of Canada.
c) Subject to heightened Parliamentary interest or media coverage.
***Senior management is defined as Director or equivalent or above in the private sector.

For the EC-06:
EX1 Significant* experience in analyzing, interpreting and synthesizing complex** environmental information from various sources.
EX2 Significant* experience in working collaboratively on complex** environmental initiatives with three or more of the following partners: federal departments or agencies; provincial, territorial or municipal government; Indigenous partners; industry; non-governmental organizations; other stakeholders.
EX3 Significant* experience preparing policy documents, such as briefing notes, presentations, and reports for senior management***.
EX4 Significant* experience in providing policy recommendations to senior management***.

*Significant is defined as a depth and breadth of experience normally acquired with having performed a broad range of related activities for a period of at least 4 years.

Asset Qualifications

A1. Master’s degree or PhD from a recognized university with acceptable specialization in a discipline relevant to the duties of the position.

Degree equivalency

– A2. Experience in working collaboratively on complex** policy-related OR environmental initiatives with representatives from Indigenous organizations and/or communities.
– A3. Experience preparing Cabinet materials (e.g., Memoranda to Cabinet, presentations, Treasury Board Submissions, etc.).
– A4. Experience leading consultations with different organizations or sectors (e.g., government, non-governmental organizations, private sector, and academia) to inform legislative or policy recommendations.

**For the purpose of this process, complex issues are those with at least one of the following characteristics:
a) Multi-dimensional or multi-jurisdictional or affecting many partners or stakeholders.
b) Precedent-setting or have a major impact on Canadians, or the Government of Canada.
