The duration of the appointment is subject to the availability of funds. The initial duration is for 3 months, starting as soon as possible.
Candidates should have no expectation of any fixed-term appointment possibility after the end of this temporary assignment. If the selected candidate is an internal staff member of the UN Secretariat, the selection will be recorded as a temporary assignment.
Subsequent to the initial temporary appointment, new and successive temporary appointments may be granted for service in the same office or in a different office any number of times, for any duration, provided that the length of service does not exceed the period of 364 calendar days.
Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.
A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position.
A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. For full information on eligibility requirements, please refer to section 5 of ST/AI/2010/4Rev.1 on Temporary Appointments. In its resolution 66/234, the General Assembly further “stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…” Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.
While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.
The expression “Internal candidates”, shall mean staff members who have been recruited after a competitive examination under staff rule 4.16 or after the advice of a central review body under staff rule 4.15.

Org. Setting and Reporting
This position is located in the United Nations Conference on Trade and Development (UNCTAD) New York Office. The Sustainable Development Officer reports to the Chief of the UNCTAD NY Office.
Within delegated authority, the Sustainable Development Affairs Officer will be responsible for the following duties:
Economic or sector analysis:
•Monitors developments in inter-governmental and inter-agency processes in areas related to UNCTAD’ mandate and identifies recurrent and emerging issues of concern to UNCTAD.
•Monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and sustainable development issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
•Performs consulting assignments, in collaboration with clients, (e.g. Member States), by planning and facilitating workshops on sustainable development issues, through other interactive sessions and assisting in developing action plans clients will use to manage change
•Researches and analyzes sustainable development issues and presents information gathered from diverse sources.
•Develops draft policy recommendations on sustainable development issues, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies,
•Formulates proposals for development strategies, policies and measures for presentation to intergovernmental bodies and others.
•Organizes and prepares written outputs on sustainable development issues, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
•Provides substantive backstopping to consultative and other meetings, conferences, etc., including proposing agenda topics, identifying participants, preparation of documents and presentations on sustainable development issues.
•Attends international, regional, and national meetings to hold discussions with representatives of other institutions.
•Participates in or take the lead in specific inter-agency or expert task forces or working groups either internally or with outside parties.
•Prepares speeches and other inputs for presentations by senior staff on sustainable development issues.
•Designs, manages and monitors the implementation of capacity building projects on sustainable development.
•Performs other duties as required.
•Prepares global, regional, national or sector analyses that provide a basis for advising national governments on sustainable development issues.
•Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
•Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
•Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
•Supports junior staff, reviewing their work and providing feedback.
•Keep the Chief informed of opportunities to better support member States and advanced UNCTAD’s mandate.
•Professionalism: Ability to understand the underlying theories and concepts in literature and official documents as well as issues related to the sustainable development goals and financing for development. Ability to summarize and disseminate orally and in writing UNCTAD’s research and technical cooperation to broad audience economists or not. Excellent English writing skills (both oral and written skills). Advanced university degree (Master’s degree or equivalent) in economics, sustainable development, public policy, public administration, or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of seven years of progressively responsible experience in economic research and analysis; or in policy-oriented work in a broad range of sustainable development issues is required. Experience with intergovernmental bodies is highly desirable.
Fluency in English is required. Knowledge of French is desirable. Knowledge of another UN official language is an advantage.
Evaluation of qualified candidates may include an assessment exercise which will be followed by a competency based interview.
