The Kansas Department of Health and Environment is seeking an Intern to join our Internship Program in the Bureau of Water – Municipal Permitting and Engineering Unit—located in our Topeka office for the Summer of 2025.

The Municipal Permitting and Engineering of the Bureau of Water provides oversight and regulatory review and permitting of municipal and commercial (domestic strength) wastewater collection, pumping, and treatment facilities in Kansas. The intern will assist MP&E staff and gain experience with sanitary sewer extension reviews and Kansas Water Pollution Control permitting.  Additionally, the intern will assist with the permitting and management of the Municipal Separate Storm Sewer System (MS4) Program. The goal of the internship is to expose all work aspects of the Municipal Permitting and Engineering Unit.

Job Responsibilities may include but are not limited to the following:   

The municipal permitting and engineering (MP&E) of the Bureau of Water within KDHE provide civil/environmental engineering review of municipal and commercial (domestic strength) wastewater collection, pumping, and treatment facilities in Kansas. The oversight and regulatory review and approval functions including design, construction, permitting, compliance, funding and financing and enforcement support. Interns will assist with MP&E staff/gain experience with sanitary sewer extension reviews and KWPC/NPDES permit activities performed by MP&E Staff. Additionally, intern will assist with the permitting and management of the Municipal Separate Storm Sewer System (MS4) Program. Other Tasks may include developing complex spreadsheets to review and research raw water quality data.

Qualifications

  1. Education:
    • Currently enrolled in a college program, majoring in engineering, biology, earth sciences, or a related field.
  2. Licensing & Certification:
    • Valid Driver’s License – Incumbent is required to have and maintain a valid driver’s license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State. 
  3. Minimum Qualifications: 
    • Currently enrolled in a college program, majoring in engineering, biology, earth sciences, or a related field.
    • Customer service skills.
    • Ability to follow directions and work independently.
    • Ability to work well with others.
    • Ability to communicate in writing and in personal interactions.
  4. Preferred Qualifications:  
    • Currently enrolled in an engineering college program.
    • Some engineering courses completed.
    • Interest in water quality, natural resources and/or environmental studies.
    • Experience with written communication/publications.
    • Presentation/Public speaking experience.
    • Knowledge of principles of Water Quality, Non-Point/Point Source Pollution.
    • Technical Skills – E-mail, Microsoft Suite, ArcMap, GIS.
    • Knowledge of understanding and reviewing design specification and plans.
    • Natural science knowledge related to environmental control or natural resources.
    • Ability to interpret and apply federal, state and local environmental laws and regulations.
    • Proofreading, editing, attention to detail.
    • Word, Excel, PowerPoint, Access.
  5. Post-Offer, Pre-employment Requirements:  
    • State of Kansas Tax Clearance Certificate. The successful applicant (even non-residents) must obtain a valid Kansas Certificate of Tax Clearance by accessing the Kansas Department of Revenue’s website within 10 days of the date the applicant has been offered the employment position. A Tax Clearance is a comprehensive tax account review to determine and ensure that an individual’s account is compliant with all primary Kansas Tax Laws. A Tax Clearance expires every 90 days.
