The State of New Hampshire, Department of Environmental Services, Waste Management Division, Hazardous Waste Remediation Bureau has a full time vacancy for a Hydrogeologist III. 

Summary: 

Provides high level hydrogeological and regulatory expertise and experience to review and approve hydrogeological investigations and the design and implementation of remedial action plans by municipalities and other responsible parties for solid waste facilities and other contaminated sites. Implements the release detection permit program. Also communicates complex hydrological data and analysis to a variety of stakeholders.

YOUR EXPERIENCE COUNTS: Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education. 

MINIMUM QUALIFICATIONS:

Education: Bachelor’s degree from a recognized college or university with major study in forestry, geology, hydrogeology or a related water resources or earth science degree. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience: Six years’ experience as a professional geologist, hydrogeologist or hydrologist.

License/Certification: Must have, or obtain within one year of hire, registration as a Professional Geologist in the State of New Hampshire. Eligibility for N.H. driver’s license required for performing professional field work.SPECIAL QUALIFICATIONS: Position requires on-site presence and work at uncontrolled hazardous waste sites in accordance with the requirements mandated by federal and state regulations. Therefore, as a condition of initial employment, the job candidate must satisfactorily complete a baseline medical examination. Additionally, the incumbent must satisfy the Occupational Safety and Health Agency’s health and safety requirements for employees who work at hazardous waste sites including periodic medical monitoring and adherence with personal protection procedures.

Responsibilities: 

Reviews, evaluates, and analyzes complex hydrogeological reports submitted by consultants that evaluate the behavior and fate of groundwater and soil contamination that may pose a public health or environmental risk. The reviews are the basis for Department decisions relative to the remediation and monitoring requirements for solid waste sites including RCRA Subtitle D lined landfills and unlined landfills; and other contaminated sites.

Interprets hydrogeologic information at waste management facilities to characterize the source and extent of contamination and approves remedial actions to address contamination. Also approves groundwater monitoring requirements to ensure the long term effectiveness of remedial actions and recommends changes if the remedial actions are not performing as intended.

Develops long-term remedial action and groundwater monitoring requirements for solid waste landfills and other contaminated sites, and issues groundwater management and release detection permits to ensure the long-term effectiveness of the remedial actions.

Coordinates hydrogeologic reviews of solid waste landfills and other contaminated sites with other Department environmental programs to achieve compliance with all relevant environmental and human health standards, policies, and procedures.

Supervises the technical aspects of consultant’s field investigations and analysis to ensure that sufficient hydrogeological information is obtained with adequate quality assurance for regulatory decision making at solid waste landfills and other contaminated sites.

Communicates Department rules, policies, and environmental goals and procedures to responsible parties and their consultants and attorneys to obtain understanding and compliance.

Communicates hydrogeological data and results at public hearings for solid waste facility applications and other forums where the public has a high degree of interest.

Assesses Department rules and policies that apply to solid waste landfills and other contaminated sites, and assists with the development of new rules, policies, and procedures to effectively address contamination at solid waste landfills and other contaminated sites.

Prepares technical presentations on the extent of contamination and appropriate remedial actions to diverse groups including Department senior management, public, consultants, attorneys, and responsible parties.

Continually seeks to improve practices and add quality and value while identifying and eliminating unnecessary or redundant actions in the Hazardous Waste Remediation Bureau.
