The objective of the assignment is to inform STP investment decisions to ensure the STP is context-appropriate and sustainable over the long-term.

The work proposed in this assignment would support an assessment of sustainable technology and operating models for the septage treatment plant, which align with this CWIS plan principles. This work is timed to support the UWSSSP as the team is investigating options to pivot from a design build and operate modality for the STP to other long-term operations options. This work will have direct input to the dialogue with the SIG, providing essential information to determine the most cost-effective and sustainable fecal sludge management options in Honiara.

The key focus areas of the assignment are to:

  • Assess existing sector capacity for sanitation service provision
  • Propose best practice for sector policy, regulation and legislation
  • Propose long-term operating models for the sanitation sector including the operation of the STP

This assignment expects a 50-day level of effort from a specialist in sanitation operation and/or policy. The scope should include the coverage area of Honiara and informal settlements around Honiara as well. The assignment should also focus on on-site sanitation and flows that would be captured by the proposed STP.

The assignment should include the following activities:

Existing sector capacity for sanitation service provision

  • Familiarization with sector: collect and review all relevant documents at national, and regional levels (including document published by the Government, NGOs, bilateral aid organizations, and other relevant entities) to provide overview of the sector in Honiara. The World Bank will provide project-related documents for review including, water and sanitation service delivery model assessment for informal settlements, CWIS Plan, Honiara Sanitation Political Economy Assessment, Septage Treatment Plant concept design documents, Onsite Sanitation Technical Manual, draft Sanitation By-Laws available data on septage collection and disposal.
  • Complete assessments, including: Sector capacity for sanitation service provision.
  1. Review current roles and requirements as per existing legislation and existing practices e.g. de jure/de facto.
  2. Review Honiara City Council’s and Solomon Water’s technical and financial capacity for fecal sludge management and STP operation.
  • Assess existing staff numbers and expertise for STP operation for HCC, and considerations for Solomon Water.
  • Recommend required training and resourcing to address identified gaps.

Best practice for sector policy, regulation and legislation.

  • Review building codes and draft sanitation bylaws.
  • Identify climate change risks to onsite sanitation systems and STP.
  • Recommend any policy, legislation, regulation updates required to consider climate change, environmental and capacity challenges.

Long-term operating models for the sanitation sector including the operation of the STP

  • Assessment of the full-service delivery chain to establish the technical viability of STP operations
  • Document current financial flows for both capital and operational expenditures for sanitation services (e.g., household connection and emptying fees, public toilet usage fees, sanitation tariffs, emptying fees, etc.)
  • Review viability of various STP operating models. This shall include considerations for financial viability (considering potential revenues and fund flows), public-private partnerships and emerging models in low-income contexts.
  • Compare with a successful case study that is relevant to the Honiara context.
  • Recommend operating models appropriate for the context.
