POSITION SUMMARY – This position is based in Dili, Timor-Leste

Conservation International Timor-Leste (CI TL) is implementing Management of Indonesian and Timor-Leste Transboundary Watershed (MITLTW) project funded by the Global Environment Facility (GEF). The project goal is to establish collaborative management of freshwater ecosystems and livelihood security in the Talau-Loes and Mota Masin basins at the border between Indonesia and Timor-Leste. The main outcomes for this project are: 1) Development of Transboundary Diagnostic Analysis (TDA) and establishment of Joint Forestry Working Group (JFWG), 2) Development of Strategic Action Plan (SAP) and ministerial endorsement of SAP by the Government, 3) Implementation of SAP and development of lesson learned knowledge products.

The Project Technical Lead will provide technical inputs to the outcomes, and oversee the day-to-day management and decision-making including planning, implementation, coordination, staff supervision, and monitoring of all project activities to ensure efficient and timely delivery of project goals, objectives, and targets to the highest standards in terms of quality, effectiveness, impact and relevance. They will ensure compliance with GEF and CI policies, as well as other local requirements including tracking and reporting on deliverables and project status; and work to build alliances with community, government authorities, partners, and stakeholders who are critical to the success of this project.

RESPONSIBILITIES

  •     The Technical Lead will provide oversight and leadership for all thematic, operational, and reporting elements of the project.
  •      Ensure that MITLTW is aligned with CI-Stars and TL Country Strategy – ensure that M&E framework and planning is aligned to support /feed into organizational reporting requirements.
  •      Ensure that a robust activity pipeline is developed, and frequent financial reporting allows for accurate budget management – aim not to have a no-cost extension.
  •      Through positive leadership, work to cultivate a team that is dynamic with a positive result-driven attitude to work and passion to drive change.
  •      Ensure frequent field visits and meetings to promote a high level of understanding of the project vision, expected deliverables, and immediate outputs that each staff member is responsible for.
  •      Ensure high-quality project management for the GEF contract, to ensure compliance of contractual obligations and successful implementation of the project. This will require leading staff and developing their capacity, ensuring successful implementation of the project according to contractual requirements, monitoring program quality control through standardized systems and reporting.
  •      Ensure that MITLTW actively includes Rights Based Approach (RBA), proactively follows safeguards policy, and is embedding gender throughout project activities.
  •      Ensure MITLTW M&E framework and planning are completed and being implemented.
  •      Ensure high-quality reporting on MITLTW to meet donor expectations.
  •      On an ad hoc basis provide on-the-job training and mentoring to field staff to help them grow into Project Managers, coaching them on how to be successful in their roles and ensure overall project implementation and delivery. 

Other duties as assigned by supervisor. 

WORKING CONDITIONS

  • This position is based in Dili with frequent travel to CI Timor-Leste project sites (Suai, Bobonaro, and Liquica).
  • Guidance on flexible work arrangements will be shared during the interview process. 
  • This role will be a fixed-term assignment.

QUALIFICATIONS

Required

  •      Bachelor’s degree in Conservation, Environmental Science, Natural Resource Management, Protected Areas, Biodiversity, Forestry, or other related field.
  •       4 to 6 years of experience in project management in the field of water resource management, nature conservation, environmental science or studies, protected areas, or other relevant fields.
  •       Demonstrated experience with environmental and ecological knowledge, policy and regulatory compliance, and monitoring and evaluation.
  •       Demonstrated experience with cross-border collaboration, multi-stakeholder engagement, and work with multi-cultural teams.
  •       Excellent writing and communication skills.
  •       Excellent spoken and written English.
  •       Demonstrated high attention to detail, ability to complete tasks, meet deadlines, and work, cooperatively with team members.
  •       Ability to conduct research and analysis on difficult, but well-defined tasks; articulate issues and recommend solutions.

Preferred

  •          Experience working with communities, especially those communities living within protected areas.
  •          Expertise in aspects of community development and sustainable livelihoods is a strong benefit.
