Job Description

The Water Resources Engineer/Scientist (WRE/WRS) in Project Review provides services in the field of water resources planning and development related specifically to:

  • The evaluation of projects (principally water quality) submitted to the Commission for review; and
  • The review of State Pollutant Discharge Elimination System discharge criteria and permits for compatibility with DRBC Water Quality Regulations.

The WRE/WRS will communicate with public and private agencies working on water related matters in the Delaware River Basin and familiarize themselves with water related projects being planned or undertaken in the Basin. The WRE/WRS will coordinate project review work with state and federal agencies and DRBC staff. Duties will include evaluating applications involving mixing zones, performing total dissolved solids determinations, assigning waste load allocations, determining consistency with Special Protection Water regulations and the application of toxic discharge criteria.

The WRE/WRS will review projects and National Pollutant Discharge Elimination System (NPDES) submissions for compliance with the applicable DRBC requirements and compatibility with the Comprehensive Plan and will provide recommendations to the Project Review Manager for approval, disapproval or modification based on sound technical and regulatory knowledge and judgment. Duties will also include the preparation of project summaries for public notice; preparing lists of parties to receive information on projects; the writing and development of dockets (i.e., DRBC parlance for “permits”); using the Commission’s relational database to store and retrieve project information; technical analysis of projects; and coordination with Commission technical, administrative and legal staff. The WRE/WRS may also work on cross branch teams under the direction of supervisors from other sections, as needed, for discrete projects. The WRE/WRS will also participate in the coordination of revisions to the Commission’s Water Quality Standards.

The WRE/WRS will be required to frequently interact with and respond to the public and other interested parties on projects and Commission matters and will need to prepare and deliver presentations, as well as assume other responsibilities, as assigned to benefit the Commission.

Qualifications

  • Education: Graduation from an accredited college or university with a Bachelor’s or higher degree in civil or environmental engineering or other environmental science from an accredited is required.
  • Experience: Good communication skills – both written and verbal – are required. A working knowledge of computer applications and general application of computers to water resources management is desirable. An understanding of water and wastewater treatment technology and water and wastewater treatment regulation is preferred.
