Objective and Purpose of the Assignment

The Government of Pakistan has prioritized the importance of making its cities more livable and is at
the forefront of its national development strategy. Pakistan’s Vision 2030 and Framework for Economic
Growth envisage livable cities as engines of national growth and centers of economic activity, culture,
and knowledge. The framework acknowledges the advantage of local governments managing urban development
on the ground, as they are closer to the beneficiary population with an informational advantage in
identifying citizens’ preferences, as well as essential flexibilities to respond rapidly to evolving
city’s needs. Along this line, the government amended its constitution in 2010 to decentralize the role
of urban services to the provincial governments (18th amendment). However, there is insufficient urban
planning legislation at the national or provincial level to underpin municipal planning systems, which
has in turn has resulted in unplanned urban growth. The absence of urban planning law exacerbates
fragmentation, poor spatial planning, and haphazard development that is characteristic of many cities.

ADB’s Central West Urban and Water Division is supporting the Government of Pakistan to promote more
livable cities using integrated solutions for urban planning and development. A robust portfolio and
pipeline of projects and technical assistance grants for delivery in 2021-2025 is based on ADB’s Country
Partnership Strategy (2021-2025) and ADB corporate Strategy 2030, as well as government’s development
strategies and recent sector policies. The scope of the ensuing projects will support performance
improvement of utility and service providers, enhance integrated urban planning, governance and
management, as well as climate resilience.
The transaction technical assistance facility (TA facility) will support project preparation to ensuing
urban development and water investment projects, including the proposed PAK: Developing Resilient
Environments and Advancing Municipal Services in Punjab Phase 2 Project.

Scope of Work

The consultant will (i) provide concrete support to ADB and guide the executing and implementing
agencies for ensuring timely technical review including but not limited to review of feasibility
studies, detailed engineering designs, detailed engineering and project costing, and bidding docs and
bid evaluation reports, and other relevant support; (ii) report to ADB on key challenges and issues in
the design of projects, (iii) review and update key sector assessment; and (iv) support the analysis and
reporting of technical issues and proposed solutions.

Detailed Tasks and/or Expected Output

The Consultant will:

  • review feasibility studies, detailed designs, and bidding documents and provide concrete and timely
    recommendations and support to client to ensure technical feasibility, value addition, and strategic
    relevance;
  • review and introduce international best practices, including climate resilience measures, into
    engineering designs and procurement approaches suitable for the project;
  • review and update detailed engineering cost estimates and project costing in consultation with
    technical team;
  • support ADB and IAs in preparing project related technical appraisal reports and other ADB processing
    related documents (RRP, PAM, sector assessment, link documents);
  • review and analyze past and existing studies and master plans, including those funded by other donors
    to identify lessons learned and good practices.
  • confirm potential projects are strategically aligned with government priorities and ADB Strategy 2030
    (e.g., environmentally sustainable, inclusive, prosperous, resilient cities)
  • provide concrete support to ADB staff in the following areas: strategic project planning, technical
    due diligence, technical review of feasibility studies, implementation schedules, engineering designs,
    and procurement planning;
  • conduct other technical and sector assessments, as required, and identify areas where further
    assessment and work may be required;
  • support ADB, EAs and IAs in complying with relevant ADB project guidelines; and
  • support ADB, EAs and IAs in technical troubleshooting to ensure the timely and efficient procurement
    of civil works, goods, and services for ADB funded projects and TAs.
    The consultant will work under the guidance of ADB Project Officer. The consultant will provide direct
    support to ADB, the EA and relevant IAs and coordinate activities and outputs with other TRTA experts.
    The consultant is expected to perform independently and take initiatives to inform or consult with the
    ADB project officer on problem areas and major constraints, and ways forward to achieve intended
    objectives of the assignment.

Minimum Qualification Requirements

The Consultant will have at least 15 years of experience in the planning and design of urban
infrastructure investment projects with a post-graduate degree in civil engineering or related field.
Experience working on ADB or other donor-funded projects is mandatory.
