Qualifications required:
Master’s/Bachelor’s degree in a relevant field with at least 15 years of experience in infrastructure development, water and wastewater operations, and a solid understanding of the legal and regulatory framework associated with water supply and wastewater services.

Key Responsibilities: Regulatory Assessment: Conduct baseline assessments to evaluate existing regulations, decrees, and guidelines related to the water sector, and review institutional and governance frameworks across central, provincial, and district levels. Gap Analysis and Strategic Planning: Identify gaps in the regulatory and institutional environment and propose actionable solutions to enhance sector efficiency and governance. Situational and Gap Assessments: Contribute to situational analyses and gap assessments, providing strategic recommendations and proposals for improvements. Framework and Guidance Development: Assist in the development of sectoral frameworks for water supply and sanitation, including creating technical guidance for sanitation services and capacity development programs.

NIRAS is currently looking for a Regulatory and Institutional Specialist for one ADB-funded project in Laos PDR. The objective of the assignment is to assess the baseline performance of the provincial nam papas (provincial water utilities, or PNPs) against key financial and operational performance indicators and to develop regulatory planning tools that will: (i) Improve the technical capacity of the DWS and the PNPs in understanding how to efficiently manage and operate water supply and sanitation assets and how to identify and include climate change impacts on operation and maintenance (O&M) services. (ii) Promote and improve financial management, asset management, nonrevenue water (NRW) management, and proactive O&M of water supply and sanitation services. (iii) Guide the development of a sustainable and resilient water supply and sanitation sector. Scope of Services under this project Output 1: Regulatory environment of the water supply and sanitation sector improved. Output 2: Institutional and technical capacity enhanced.
