The State of New Hampshire, Department of Environmental Services, Water Division, Wetlands Bureau has a part time vacancy for a Wetlands Mitigation Specialist.
Summary:
Provides wetlands science and geospatial expertise in the support of activities coordinated through the wetlands mitigation program. Assists in the review data collection and recordation of information from the decisions in the Land Resources Management (LRM) Program, and in the evaluation and monitoring of wetlands involved in mitigation projects and reports outcomes from the Aquatic Resource Mitigation (“ARM”) Fund program.
YOUR EXPERIENCE COUNTS: Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.
Minimum Qualifications:
Master’s degree from a recognized college or university with major study in any biological, ecological, or geological science; chemical, civil, environmental, hydraulic, mechanical, sanitary, or water resources engineering; chemistry; physics; oceanography; limnology; hydrology; soil science; forestry; wetlands science; environmental science; environmental law; engineering; wildlife management; resource management; or water resources management. Each additional year of approved formal education may be substituted for one year of required work experience.
Or
Bachelor’s degree from a recognized college or university with major study in any biological, ecological, or geological science; chemical, civil, environmental, hydraulic, mechanical, sanitary, or water resources engineering; chemistry; physics; oceanography; limnology; hydrology; soil science; forestry; wetlands science; environmental science; environmental law; engineering; wildlife management; resource management; or water resources management.
Experience:
With Master’s – Four years’ professional experience in any of the fields listed under education above, with responsibilities in program research, planning, monitoring, and evaluation.
With Bachelor’s – Five years’ professional experience in any of the fields listed under education , with responsibilities in program research, planning, monitoring, and evaluation. Each additional year of approved work experience may be substituted for one year of required formal education.
License/Certification: Must possess a valid driver’s license.

Responsibilities:
Assists in the development of an improved mitigation process to be more efficient and better focused on high-quality, high value resources.
Provides federal and other state agencies information as required by the Federal In-Lieu Fee Instrument and entered into the federal Regulatory In lieu Fee and Bank Information Tracking System, including credit sales/generation.
Assists implementation of the ARM Fund grant program by preparing requests for pre-proposals, full applications, reviewing contracts, and developing Governor and Council letters.
Prepares GIS information necessary for the administration and continued improvement of the ARM Fund program.
Implements continuous improvement to the reporting of information on the achievements of the ARM Fund grant program as it relates to wetland and stream resources.
Assist with technical evaluation, project management, monitoring, and tracking the ecological success of compensatory mitigation activities in the Aquatic Resource Mitigation (ARM) Fund program.
Assists the Land Resources Management program staff with the identification and development of climate change adaptation strategies including identifying potential responses to impacts.
Has responsibility for tracking wetland mitigation data and project information in geographic information system (GIS) programs with a role in the coordination of information relative to climate change adaptation strategies.
Assists in the development of site selection criteria and prepares application guidelines and pertinent forms for the mitigation grant program.
Continually seeks to improve practices to add quality and value in support of the Department’s mission while identifying and eliminating unnecessary or redundant actions.
