Purpose of the Assignment:

As part of the GoG-UNICEF WASH programme (2012-2017), UNICEF intends to engage the services of a consultant to support the implementation of a tippy taps campaign in public basic schools in the Volta region of Ghana. The campaigns seeks to increase handwashing with soap amongst school children through hygiene messages as well as support for the construction of tippy taps to facilitate handwashing. The campaign is being rolled out on a region-wide scale with support from Unilever, following successful implementation of a similar campaign at a district-wide scale in the Mion district in Northern region. The consultancy is required because of the extensive scope of the campaign and the multiplicity of the activities required to implement the campaign successfully. The consultant will be expected to work with multiple stakeholders inside and outside UNICEF to develop materials, train implementers, roll out the campaign and monitor results across the implementing schools. The consultant will be required to undertake documentation and reporting of project processes and results throughout the project duration.

Justification

The tippy taps campaign in schools in the Volta region is being rolled out to facilitate the development of a workable model for improving handwashing behavior in Ghana through construction of simple handwashing facilities at school and community levels. The project requires significant time inputs in designing project processes and approaches, developing promotional materials, monitoring and documenting of key processes and results to provide a basis for influencing the WASH sector. The output lead in UNICEF for handwashing with soap will not be able to dedicate the time required for undertaking the assignment due to commitments to ongoing work with districts to improve ODF achievements by communities. The 2016/17 WASH AWP duly covers this activity and makes provision for a consultant to support its delivery.

Assignment Tasks:

  1. Develop and document the tippy taps campaign approach and workplan in consultation with partners based on a review of HWWS documents, Unilever proposal and Mion tippy tap campaign documents
  2. Develop tippy taps promotion materials in consultation with UNICEF C4D unit and external partners
  3. Facilitate training of partners at regional, district and school level for the roll out, monitoring and evaluation of the campaign activities by conducting a training of trainers at regional level and monitoring district level trainings
  4. Facilitate the conduct of baseline and end line surveys (evaluation) in schools by developing tools and guidelines for the surveys
  5. Provide technical support and guidance for the roll out of tippy taps campaign in all basic public schools in Volta region
  6. Develop a guideline document for scaling up tippy taps across regions by documentation of relevant processes and outcomes from the campaign
  7. Produce periodic reports on implementation progress as well as key outcomes from the project

Qualifications of Successful Candidate

Education: An advanced Degree in Social Sciences, Development Studies, Planning, Environmental Management, Public Health, Health Education, Project Management or related area. 

Years of relevant experience: At least 5 years progressive professional experience in a project management/coordination role preferably in the areas of WASH or health promotion or communication for development (C4D).
