The Aquatic Resource Monitoring Program Manager supervises and provides oversight for the staff of the Aquatic Resource Monitoring section within the Bureau of Water’s Aquatic Science Division. The manager will ensure effective and efficient implementation of SCDES programs related to State regulations and the US Environmental Protection Agency (EPA) Clean Water Act (CWA). The Aquatic Resource Monitoring Program Manager will oversee the Statewide water quality monitoring program, coastal beach recreational water quality advisory program, 319 project monitoring program, and responsibilities related to EPA CWA Section 106 grants among other duties. The ARM Program Manager and section will interface closely with the Aquatic Biology section, Aquatic Nuisance Plants section, and Shellfish Program of the Aquatic Science Division as well as the Water Quality Division of the Bureau of Water.
Job Duties:Â
- Oversee implementation and evaluation of the Statewide surface water monitoring program.
- Provide oversight for coastal beach water quality advisory program, 319 project monitoring program, and grant/funding programs. Set priorities for staff and provide direction, monitor progress, and evaluate staff output. Evaluate staff performance and ensure work habits comply with agency policy and standards.
- Manage SCDES ambient data and ensure efficient transfer of data to the national water quality portal. Produce datasets as needed by other programs within the Bureau of Water including for the 303d list of impaired waters assessment. Participate in the 303d assessment.
- Participate in the development of special water quality studies and support other BOW program areas as needed. Coordinate Aquatic Resource Monitoring section activities with other SCDES management units, other State agencies, and Federal agencies. Communicate with State and Federal partners. Participate in regional and national working groups to facilitate section advancement. Provide oral and written reports.
- Participate in meetings, conferences, committees, and task forces when needed. Interface and conduct outreach with the public on issues and questions related to water quality.
Minimum and Additional Requirements
A master’s degree in the natural or physical sciences, public health or related technical field and five (5) years of environmental experience; or a bachelor’s degree in the natural or physical sciences, public health or related technical field and six (6) years of environmental experience.
Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.
