Field of activity

The project ‘Flood protection and drainage of medium-sized coastal cities in Vietnam to adapt to climate change’ aims at the improvement of capacities of public institutions and the urban population to better cope with the increasing frequency and intensity of urban flooding. GIZ is there to support the Ministry of Construction (MoC) with policy recommendations as well as to assist the 8 provincial governments on topics such as sustainable urban drainage, adaption to climate change, Disaster Risk Management (DRM) and Local Early Warning Systems (LEWS).

Your tasks

  • Support local government in the identification and assessment of critical infrastructure and propose flood protection measures
  • Advise on and manage the development and implementation of flood risk suitability maps and flood risk assessment modeling by an international consultant company
  • Advise the development and revision of technical drainage plans
  • Provide specific advise on the design and implementation of early warning systems (EWS)
  • Review  existing hydrological and meteorological monitoring networks, flood operations systems and flood early warning capabilities
  • Identify training needs for end-users on interpretation of early warning messages, e.g. for                provincial departments, district staff and communities
  • Provide input to on-going provincial-level communications activities on how  to support awareness raising for flood warning
  • Provide input on operations, budget planning and reports for all project activities

Your profile

  • Academic degree (Master) in water or environmental sciences
  • Longstanding working experience in the areas of flood and disaster risk management in the urban context, specific expertise in the field of urban resilience in flood prone is a definite asset
  • Sound knowledge of early warning systems, data processing and data monitoring
  • Strong willingness and ability to work in a team as well as strong communication skills
  • Ability to build and manage relations on a daily basis
  • Fluent English and German skills, Vietnamese is a plus
  • Regional experience in Asia is a plus
