Organizational Setting and Reporting
Created in December 1999, the United Nations Office for Disaster Risk Reduction is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), United Nations Office for Disaster Risk Reduction has over 100 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, the United Nations Office for Disaster Risk Reduction guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with U.N. Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community.
This consultancy position is home-based. The consultant will work under the overall guidance of the Chief of Office and direct supervision of the Program Officer for Sendai Framework Monitoring based in Cairo.
Duties and Responsibilities
‘Transforming Our World: The 2030 Agenda for Sustainable Development’ highlights the need for disaster risk reduction across several sectors. It is explicit in this outcome document of the SDGs that most of the goals are unattainable without addressing exposure and vulnerabilities of people living in poverty. In order to achieve sustainable development through integration of disaster risk reduction in multiple development sectors, it is imperative that countries implement the Sendai Framework for Disaster Risk Reduction 2015-2030 at all levels by adequately engaging multiple stakeholders through their risk-informed development planning, implementation and monitoring processes including on development and climate issues, as appropriate; and promote the integration of disaster risk management in other relevant sectors.
Under the overall guidance of the Chief of UNDRR ROAS and direct supervision of the Program Officer for Sendai Framework Monitoring, the DRR and CCA Consultant will:
• Undertake a literature review of national policies and strategies for disaster risk reduction, national adaptation plans, national sustainable development plans and/or national visions 2030 in five countries in the Arab region;
• Undertake a literature review of the Guidance Note on Integrating Disaster Risk Reduction and Climate Change Adaptation in Common Country Assessments and United Nations Sustainable Development Cooperation Frameworks;
• Develop a template / outline for a diagnostic paper for Common Country Assessments on DRR and Climate Change Adaptation;
• Draft five (5) diagnostic papers on DRR and climate change adaptation in five Arab countries, including diagnosis of biological hazard risk, to serve as input into the upcoming annual review of the Common Country Assessments and upcoming design of United Nations Sustainable Development Cooperation Frameworks in the five countries;
• Based on UNDRR ROAS’ and partners’ review of the five diagnostic papers, incorporate any comments or feedback and submit final versions of the five diagnostic papers.
Qualifications/special skills
Skills:
• Knowledge of disaster risk reduction and climate change frameworks, practices and programmes is required;
• Knowledge of biological disaster risk frameworks, practices and programmes is desirable.
• Highly developed analytical skills are desirable;
• Excellent skills in research and technical writing is desirable
• Knowledge of the context of the Arab region and prevailing DRR and CCA issues is desirable.
• Knowledge of MS Office, Excel, Power Point, Adobe Reader.
Academic Qualifications:
• Advanced University Degree in disaster risk management or environment or climate change or other relevant field is required.
• A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
• At least 7 years of professional working experience in programme or project management or related field, of which at least 3 years of experience in disaster risk reduction and climate change adaptation programming are required.
• Familiarity with UN Common Country Assessments and United Nations Development Assistance Frameworks / United Nations Sustainable Development Cooperation Frameworks is required.
• Proven experience in programmes addressing biological hazard risk is desirable.
• Knowledge of the context of the Arab region and prevailing DRR and CCA issues is desirable.
Language:
• Fluency in English (oral and written) is required.
• Working knowledge of Arabic (both oral and written) is desirable.
