The Portland Water Bureau is seeking highly qualified candidates to fill the position of Water Efficiency Program Manager. This position reports to the Resource Protection and Planning Group Director as a member of the group’s leadership team and is responsible for assigning and directing the work of the Water Efficiency Section of the Water Bureau. The Water Efficiency Program Manager works with partners within the Water Bureau, the Bureau of Environmental Services, the Portland Planning and Sustainability Bureau and with other local, regional and national partners to develop, implement and evaluate water efficiency programs for the benefit of Portland residences and businesses. This position will also work with these partners to develop and oversee development of program marketing and public information strategies and materials and to integrate water efficiency programs into water resource planning activities. Successful candidates will be familiar with the water efficiency requirements of Oregon’s water rights permitting process, City of Portland environmental, climate change and sustainability goals relating to water efficiency and state and national trends, legislation and best practices related to the discipline. This position requires an ability to collaborate with a wide variety of city staff (executive leadership, peer-level managers, and direct reports) and external stakeholders (environmental and sustainability advocates, affordability advocates, user groups and businesses) while providing leadership and supervision for a multi-disciplinary group of program staff.

The Group

The Resource Protection and Planning Group conducts natural resource stewardship, environmental protection and resource planning efforts related to Portland’s drinking water system. The Group contains five divisions of science, technical and program staff working either directly or through active partnerships, outreach and education efforts to ensure that 1) the natural conditions contributing to Portland’s outstanding drinking water sources are protected and maintained, 2) environmental regulations regarding endangered species, aquatic habitat, and water quality are met and exceeded, and 3) adequate quantities of high quality source water will remain available to the Portland region for the foreseeable future.


The following minimum qualifications are required for this position:

1. Knowledge of policies, practices and methods for developing and administering a comprehensive water efficiency program.

2. Knowledge of federal, state and local laws, regulations and standards applicable to water efficiency.

3. Knowledge of principles and practices of effective management and supervision.

4. Ability to establish effective working relationships with city managers, employees, other government agency officials, professional and community groups, residential, commercial and industrial customers, and the media.

5. Ability to evaluate existing water efficiency programs and practices and make sound recommendations for improvement.
