Job Description

The CDM Smith International Development Group is seeking an experienced International Wastewater Project Manager Engineer to lead and implement the Wadi Zarqa Wastewater Treatment Plant assignment under the USAID Building Water Infrastructure (BWI) Program. The objective of this estimated 300M USAID CAPEX assignment within the BWI program is to oversee the preparation of the preliminary design, manage the prequalification process for bidders, prepare the Design-Build-Operate (DBO) tender documents using the FIDIC Gold Book, and assist in the procurement for the proposed 150,000 m3/day (40 MG) Wadi Zarqa Wastewater Treatment Plant (WWTP), which will be expandable to 350,000 m3/day. The project includes an 11 km, 1600mm diameter pipeline to convey wastewater by gravity from the existing West Zarqa Pumping Station to the WWTP, the expansion of pre-treatment facilities at the West Zarqa Pumping Station to provide additional pre-treatment for flows to the Wadi Zarqa WWTP, and the incorporation of a hydropower facility. The WWTP is sited about 1 hour to the north of Amman, though this position will be based in the CDM Smith Amman, Jordan office with occasional travel to the site.

Key Responsibilities:
– Provide comprehensive management for the project assignment, ensuring control over project scope, timeline, direct reporting staff, and budget controls.
– Serve as the primarily point-of-contact with the Ministry of Water and Irrigation, USAID, other impacted donor agencies, as well as senior Government of Jordan officials for the project assignment. The project manager role will report directly to the BWI Program Manager.
– Collaborate closely with senior BWI and CDM Smith project staff, including key subcontractors, local personnel, and both local and international consultants/subcontractors, as well as other stakeholders. Manage and mentor junior and mid-level reporting engineers.
– Coordinate directly with the BWI Senior Design Manager to ensure technical direction aligns with task order requirements.
– Lead the processes of project planning, implementation, and reporting.
– Ensure the project’s quality implementation is in full accordance with CDM Smith standards.

Minimum Qualifications

– A minimum of 10 years of experience including 8 years in the field of water and/or wastewater
– Experience in studies and design of wastewater projects
– Experience managing the prequalification and tender preparation processes for large water/wastewater design build projects
– Excellent communication skills with ability to present (written and oral) to agencies and government officials.
– Demonstrated capabilities to lead diverse, multidisciplinary teams while playing a key role in local capacity building
– Specific experience as Project Manager/Team Leader of minimum of 2 projects of similar size and scope outside of home country.

Preferred Qualifications

– A minimum of 10 years of experience including 8 years in the field of water and/or wastewater
– Experience in studies and design of wastewater projects
– Experience managing the prequalification and tender preparation processes for large water/wastewater design build projects
– Excellent communication skills with ability to present (written and oral) to agencies and government officials.
