Overview of position
As part of the UK Government support Sudan’s efforts to move, where possible, to longer-term and more sustainable development, the Foreign and Commonwealth Office (FCDO) has supported our client to implement “Urban Water in Darfur” project. The project is aimed at increasing of the availability and reliability of water sources in the four state capital towns of Darfur in Sudan. The project output to date enabled access to clean drinking water for an estimated 400,000 people, in two states, and the project also supports improved water supply management in two further states. The project is jointly implemented by UNICEF and our clien.
The UW4D project has four key components:
  • Infrastructure maintenance, upgrading and expansion to provide access to water to 400,000 people in el Fasher and Zalingei. This component is substantively complete, and water is being provided to the target communities.
  • Master planning for four towns. Master plans in three volumes (Infrastructure, institutional and financial components) were completed in 2018 for el Fasher and Zalingei and will be updated in 2021. Master plans will be prepared in 2021 for Geneina and Nyala.
  • Capacity building of urban water authorities. Capacity building initiatives are under way in all four towns, using problem driven analysis and project-based improvement strategies. The projects are results focused and integrate across HR, logistics, procurement, and technical aspects. Capacity building supports institutional strengthening with limited training of individuals, the latter being focused on on-the-job training and specially developed training sessions, rather than external courses.
  • Framework for managing urban water utilities in Sudan. This component represents a knowledge management, dissemination, and upscaling initiative, to share learning and commence interactions at Federal level to address systemic challenges facing utilities. The component is due to commence in May 2021.
Role objectives
The international geohydrologist will lead the geohydrological activities and will supervise and collaborate with a local geohydrologist who will support local actions and implementation on the ground. It is anticipated that the international expert will carry the greater burden in reporting and technical modelling, while the local expert will carry more responsibility on training material development and training, gathering of information and managing fieldwork.
The geohydrologists (local and international) will undertake seven key actions:
Groundwater resource establishment
  1. Establish the availability of information on the groundwater resources and existing boreholes in the four towns (el Fasher, Geneina, Nyala and Zalingei), access the information, review and assess the gaps in information needed to determine sustainable water yield from the available groundwater resources.
  2. Based on the review of available information: identify and recommend an appropriate method to determine the sustainable yield of el Fasher and Zalingei aquifers. Zalingei is primarily a surface recharge resource while el Fasher draws on water from the Nubian Sandstone aquifer as well as a more limited and shallower alluvial aquifer. Data on rainfall, recharge source and volumes, and aquifer extent is not available for el Fasher and limited for Zalingei.
  3. Design and oversee installation of groundwater / well monitoring system in each town.
  4. Design and implement field test and measurement programme, which can be implemented before November 2021, to establish the key features of the aquifer. Recommend field test and measurement programme for inclusion in the master planning for longer term and more systematic determination of aquifer yield and aquifer management.
  5. Model (insofar as possible with limited information) the sustainable yield of the el Fasher and Zalingei aquifers.
Capacity building
  1. Review the available training materials on groundwater management and deliver training no aquifer and groundwater extraction management. Specific areas of capacity building already identified are included in Annex 1.
  2. Support the development of, and build capacity for, a groundwater information management system in each town.
On items 1 to 7 above, the international geohydrologist will work in partnership with our client. It is anticipated that there will be close collaboration with the Ground Water and Wadi Directorate (GWWD), Water and Environmental Sanitation Unit (WES), the Urban Water Authorities (UWAs) and the State Water Corporations (SWCs) in four Darfur states. The team will also collaborate with United Nations Environmental Programme (UNEP), Sudan Universities and other institutions that have geohydrological information in the relevant sources, and/or projects in the relevant areas. The local geohydrologist will serve as liaison and local representative for the assignment.

Expected output
The contractors will jointly deliver:
  • Implementation of network of monitoring wells (with GWWD)
  • Implementation of a field testing programme (with GWWD)
  • Training materials and a trainer guide.
  • A training workshop.
  • A groundwater management system concept
Project reporting
  • An inception report reviewing available data and data quality, commenting on the proposed approach and proposing any revisions to the methodology and timelines (covering items 1, 2 and 3 of the Scope of work)
  • A short monthly report on progress on monitoring system implementation, field testing and modelling
  • A report and operational guide on the monitoring system
  • A report on field testing of the aquifer and modelling of the yield.

Qualifications
• Advanced university degree in geohydrology
• Strong analytical skills, including quantitative and qualitative assessments and logical, systematic thinking. Ability to work on complex problems in a clear, focused manner.
• Good written and oral communication skills
• Strong team-work ability.

Experience
• Seven years or more relevant professional experience groundwater management and implementation projects
• Experience in modelling of groundwater
• Good knowledge and/or experience of groundwater and available information resources on groundwater in Sudan and Darfur.
