Level Of Contact With Children: 1 (Direct contact with children)
The position holder shall be responsible to adhere & work within the ambit of Plan India’s Child Protection & Gender Equality Policies.
SUMMARY OF THE OVERALL JOB
This position is responsible for supporting the Project Manager in the implementation of Plan India’s WASH Project (Community-led Total Sanitation and WASH in Schools) in Sapotra Block of district Karauli, Rajasthan -2018-21; ensuring quality delivery of the programme in terms of outcomes, impact and compliances; and supporting effective monitoring and evaluation of the programme. The position is also responsible for facilitating capacity building of the project team (Cluster Coordinators and Front Line Workers) at the Block level, facilitating budget monitoring, preparing donor reports and undertaking grassroots level advocacy initiatives.
KEY FUNCTIONS / RESPONSIBILITIES
Programme Management
-To support the team selection process at partner level for the programme
-To support the Project Manager in developing the field level implementation plan
-To seek support from the Thematic Programme Manager for providing technical assistance, as required
-To ensure that project team adheres to Plan’s global operating standards and policies in terms of programme implementation, for example, adherence to the Child Protection Policy (CPP)
-To support the Programme Outlines (PO) aligned with the National Programme Outline (NPOs) which confirms to the Child Centered Community Development (CCCD) approach
-To draft POs and submit it to the Project Manager for review and further submission
-To support partner team in preparing and finalizing monthly/quarterly/half yearly/ annual Action Plan and cash flow requirements for project implementation
-To troubleshoot any issues/ bottlenecks faced by partners during programme implementation with the support of the Project Manager
Monitoring & Evaluation (M&E) Data
-To conduct monthly/quarterly/half yearly/ annual programme reviews of partners through field visits and meetings to ensure effective programme planning, implementation and impact
-To conduct training needs assessment for partner staff during field monitoring visits or review meetings
-To support maintenance of the project cost ratio at a stipulated level
-To ensure that the project is being implemented as per the stipulated donor requirements & timelines
-To undertake documentation (prepare case stories, anecdotal evidence, beneficiary account)
-Coordinate and provide handholding support to Cluster Coordinators (CCs) and Front Line workers (FLWs) as per the Standard Operating Procedures
-To facilitate the collection of M&E data from partners in the stipulated data collection formats
-To facilitate the capacity building of partners with respect to the data collection in these stipulated formats
-To incorporate corrective actions in the implementation of the project based on the results of the M&E
-To incorporate best practices and learning into other projects in the district/state
Grant/ Donor Management
-To prepare the donor report for the WASH Project being implemented at the block level and ensure their timely submission to the Project Manager
-To create the itinerary for donor visits and accompany donors on these field visits
Capacity Building of partners
-To coordinate with the Technical Advisors/Thematic Managers to provide necessary technical guidance & training to the team
-To coordinate and conduct other capacity building initiatives, such as peer learning and sharing of best practices and IEC material
SAP Programme Module
-To create & manage PO’s with specific activities related to the project in the SAP module.
Reports/ Documentation
-To prepare various programme-related reports, such as the Annual Programme Review (APPR) and Project Completion Report (PCR)
Networking & Advocacy Support
-To lead advocacy and lobbying initiatives at the block level and ensure visibility of Plan India in the district especially with the District Public Health Engineering Department (PHED)
-To share evidences & best practices from the field with the Project Manager for representing Plan’s programmes in the district to the Government, Civil Society bodies, etc.
Financial Monitoring
-To monitor all the financial transactions such as allocations, disbursements, and cancellations, relating to the project and highlight critical deviations to the Project Manager
-To verify the budget utilization certificates (UCs) issued by the partners to monitor project budget utilization
-To ensure 100% budget utilization
-To coordinate the stipulated statutory audits/ donor audits
Fundraising and Proposal Development
-To provide programmatic inputs to the Project Manager for the development of new proposals
-To support the Project Manager in identifying new programme ideas in the district and develop new project proposals to support these ideas
Disaster Risk Management
-To support the Project Manager in conducting an assessment of the security and humanitarian situation in the district
-To support the partner team in conducting visits to disaster-struck areas to conduct a rapid need assessment
-To participate in the planning and implementation of relief and long term rehabilitation programmes in the event of a humanitarian disaster
EDUCATION AND EXPERIENCE
-Post Graduate in Development Management / Social Work
-More than 5 years of relevant experience in Water, Sanitation & Hygiene, especially in Community Led WASH Approaches and Programme management
-Experience of working with NGO partners
-Experience on Networking and advocacy
-Good documentation skills in English
-Computer proficiency (MS Word, Excel and PowerPoint)
