Objective and Purpose of the Assignment
ADB seeks project management specialist (the Consultant) who will provide support by coordinating and
monitoring the implementation of Indonesia Citywide Inclusive Sanitation Project (CISP) which will
finance the construction of Wastewater Treatment Plants and sewer networks in the cities of Mataram,
Pontianak, and Semarang.
Scope of Work
The consultant will work with the ADB Water and Urban Development Sector Office (SG-WUD)’s and Indonesia
Resident Mission (IRM)’s project team; Directorate General of Human Settlement (DGHS) of the Ministry of
Public Works and Housing (MPWH); and other relevant stakeholders (including other individual consultants
recruited under the TA) to assist in the implementation of CISP, with a focus of carrying necessary
analysis to ensure the project is on track.
Detailed Tasks and/or Expected Output
• Support Project Management Specialist to monitor overall project implementation.
• Support Project Management Specialist to maintain coordination with other individual consultants hired
by the TA to support the project.
• Support project’s mission, including supporting the preparation of draft mission’s aide memoire/MOU
and ensure all data collected during the mission is properly recorded.
• Coordinate with the EA and IAs and ensure the procurement process under the TA is done in a timely
manner. It includes participating in procurement-related discussions organized by the EA/IAs.
• Maintain close coordination and discussion with the EA/IAs on sanitation public campaign related
activities.
• Maintain close coordination and discussion with the EA/IAs on financial management aspect.
• As requested by ADB team, support the preparation of pipeline for future potential similar project
under SG-WUD.
Minimum Qualification Requirements
• Master’s degree in urban and regional planning, economic planning and development policy or any
relevant discipline.
• Experience in data analysis in urban water and sanitation sector.
• Experience in working with ADB and government entities and understand the nature of working with the
government bureaucracy.
• Minimum 7 years of general experience in urban sector area and 5 years of specific experience in urban
infrastructure, settlement development, water and sanitation development.
Minimum General Experience: 7 Years
Minimum Specific Experience (relevant to assignment): 5 Years
