The main objective of the assignment is to support the government to implement the project by strengthening flood risk management planning of the DWRI and developing a flood infrastructure asset management system. The TA will: (i) build capacity of DWRI, provincial governments and local governments (municipalities) in prioritizing flood protection works; (ii) develop and operationalize the asset management information system using geographic information system (GIS),for flood protection infrastructure to improve monitoring, evaluation and maintenance.

In close consultation with the Project Management Unit (PMU), the consultants will undertake the following specific tasks: Output 1: Strategic flood risk management planning improved. The consultants will build capacity of DWRI, provincial governments and local governments (municipalities) in prioritizing flood protection works through consultant support and tailored training program. Expected tasks include: a) support DWRI to review the detailed designs being prepared for the West Rapti, Bakhara and Lakhandei subprojects’ civil works. b) support DWRI review of the contractors’ construction methodology, design changes and support contract management for Mohana Khutiya and Mawa Ratuwa subprojects construction packages (CW01 and CW02). c) assess the training needs of DWRI, provincial governments and local governments on flood risk management and river training works, in the context of a basin wide approach; assess current arrangements among provincial, central and local government roles and responsibilities on flood infrastructure development and maintenance; related to the assessment, develop a preliminary road map on integrated flood risk management (IFRM) d) design and deliver a training program on effective flood risk management including (a)prioritizing of river training works, (b) embankment designs and construction practices (c) monitoring and maintenance activities. Output 2:Flood infrastructure asset management improved. The consultants will (i)support DWRI to develop a simple asset management system for embankments using a GIS-based open free ware or Enterprise Data Management System(EDMS)which is already developed by DWRI (details will be discussed during the TA inception phase), and (ii) provide guidance to DWRI on improving monitoring, evaluation, and maintenance of its flood management infrastructures. The following are the specific tasks related to Output 2: a) undertake a user needs assessment on DWRI and the provincial governments in terms of embankment asset management b) assess current DWRI’s EDMS in terms of its suitability for use in embankment asset management system c) design and develop the embankment asset management system or update the EDMS to suit the requirements d) prepare an embankment asset database, asset management functional modules and integrate these into an asset management system or EDMS e) develop a users’ manual and training on the asset management system f) train relevant field-based engineers / personnel in data collection for the asset management system including data on the physical status of embankments to assist in evaluating maintenance needs and structural safety of embankments; and g) provide recommendations for sustainable effective use of the embankment asset management system

Detailed tasks. The team leader will: i. Lead a team of international and national consultants to carry out the TRTA. ii. Prepare a TRTA implementation plan that includes a timeline for the TRTA deliverables, and coordinate and oversee all technical activities of the TRTA team. iii. Ensure that inputs provided by the TRTA consultants are coordinated with those of the Project Implementation Consultant (PIC) and DWRI. iv. Provide quality assurance for the deliverables of all TRTA team members. v. Review relevant policies, strategic directions, and experience in IFRM in Nepal.12 vi. Prepare a preliminary IFRM road map and investment program. vii. Support the capacity building specialist to develop and undertake a training needs assessment of DWRI, provincial governments and local governments on flood risk management and river training works considering a basin wide approach. viii. Prepare the quarterly progress reports, midterm and final report. ix. Implementation support: Support during construction on design issues and contract management. Provide review of any design changes during construction. Review detailed designs prepared by the PIC for the ensuing project. x. Development of an asset management system Ensure coordination, consultation, and participation of stakeholders in the preparation of the asset management system. Consult relevant stakeholders including government agencies, academe, local government units, civil society organizations, bilateral and multilateral development donors. In coordination with the National Monitoring expert and asset management expert, analyze and recommend implementation arrangements for the asset management system including O&M of infrastructural components, considering central, provincial, and local government structures in Nepal. Visit and liaise with the state governments where the focal and secondary sub-basins are located to review current approaches and discuss with stakeholders their needs for flood management and ongoing maintenance
