SUMMARY OF FUNCTIONS
This position is responsible for supporting the administration and coordination of the Drinking Water Source Protection Program within the CTC Source Protection Region (including Toronto and Region Conservation Authority, Central Lake Ontario Conservation Authority, and Credit Valley Conservation jurisdictions).
The position coordinates and participates in the implementation of workplans, operation of the Source Protection Committee and working groups with municipal and public stakeholders, financial and administrative reporting, and contributes to technical and policy deliverables.
ELIGIBILITY REQUIREMENT
- Post-secondary education (Bachelor’s degree) in environmental studies/science, engineering, technology or related to watershed management and planning
- Minimum of 3 year’s experience related to the major tasks
- Experience in coordinating interdisciplinary projects, and coordination of multiple stakeholder groups
- Demonstrated familiarity with the Drinking Water Source Protection program and the Clean Water Act, 2006
- Strong organizational skills to effectively coordinate multiple objectives with overlapping tasks and within deadlines
- Ability to work independently and in teams and prioritize tasks in a demanding, service-oriented environment
- Strong multi-tasking and project coordination skills including program logistics, workplan monitoring, project and budget tracking
- Ability to coordinate with staff in multiple locations to assign and follow-up on tasks and ensure that work is completed on time
- Ability to prioritize issues in a fast-paced environment with multiple stakeholder groups and interests
- Strong written and oral communication skills to convey, write and understand technical data in reports, input from various disciplines, guidance documents and presentations
- Excellent computer skills in all the Microsoft Office programs including Excel, Word, PowerPoint and Access
- Familiarity with applicable privacy legislation including the Municipal Freedom of Information and Privacy Act to ensure sensitive information is properly handled
- Valid Ontario “G” Driver’s license in good standing.
SUMMARY OF MAJOR TASKS
CTC Source Protection Program – Coordination
- Work in collaboration with CTC Staff and municipal partners on continued maintenance of updates to source protection documents prepared by the CTC Source Protection Committee. This involves, but is not limited to:
- Coordinate documentation, preparation, and submission of amendments to the Source Protection Plan, Explanatory Document, and Assessment Reports revised through Section 34 or 36 amendments under the Clean Water Act, 2006 or under Section 51 of O. Reg. 287/07.
- Coordinate the mandated pre-consultation and public consultation for S.34 and S.36 amendments.
- Research and provide advice for updating policies for compliance with latest Technical Rules
- Support presentation to Source Protection Authority boards, and municipal councils as needed.
- Work in collaboration with CTC outreach and communication staff to promote best practices and program material as required
- Organize and coordinate workshops and working group meetings to assist municipalities in understanding their responsibilities with respect to obligations under the Clean Water Act, 2006.
- Support the development of guidance materials and standard operating protocols that improve program operation.
- Support development of documents which extract relevant information from the Assessment Reports for public consumption.
- Participate in meetings facilitated by Conservation Ontario, as required, to improve coordination and collaboration between source protection regions/areas
- Liaise with CVC source water protection staff to ensure that CVC planned actions and recommendations follow the Conservation Authority requirements under the Clean Water Act, 2006.
- Identify and support required content updates to program website.
Maintenance of CTC Source Protection Committee and collaborative working groups
- Support the maintenance of CTC Source Protection Committee operations. This involves preparing preliminary written staff reports summarizing program developments, developing appropriate materials for training new members, tracking expenses, and addressing inquiries.
- Coordinate the activities of working groups, including the Implementation Working Group, and SPA staff level groups by creating relevant material for meetings, following up on inquiries and deliverables.
- Host and coordinate workshops and meetings to communicate the requirements of the CTC Source Protection Plan and its policies
- Ensure contact information for members are actively kept up to date
- Researching and providing information and ideas to the supervisor in support of event planning.
- Research, source and book venues, contractors and other services and coordinate the welcoming, hosting and informing of participants
Program Administration, Reporting and Financial Tracking
- Assist in the development of work plans, priorities, and goals for the CTC Source Protection Region.
- Assist with budget administration of the program to ensure effective and efficient use of resources, compliance with the Transfer Payment Agreement, and support for regular expenditure updates/reports to the Ontario Ministry of Environment, Conservation and Parks (MECP).
- Support the preparation of local source protection program work plans and reporting to the MECP by leading assembly of relevant information on activities from partner conservation authorities (CVC, CLOCA, TRCA) and consultants completing technical work.
- Prepare documents to calculate and summarize monies spent on various activities and to explain expenditures for annual work plans.
- Summarize relevant program updates, when appropriate, into concise reports submitted to Conservation Authority Boards, or the CTC Source Protection Region Management Committee.
- Support preparation of Annual Progress Report for submission to the Ministry of the Environment, Conservation and Parks. This involves, but is not limited to assembling and analyzing relevant data, developing conclusions, preparing reports with findings and recommendations, and ensuring stakeholders are aware and understand findings and recommendations
- Organize and maintain electronic and hardcopy correspondence and documents supporting the Drinking Water Source Protection program to comply with the data retention requirements under the Clean Water Act, 2006.
- Support the implementation of the file management strategy for the program.
- Coordinate and support external contract work activities associated with the implementation of the CTC Source Protection Plan or related to updating the contents of the Plan, ensuring that contractors follow parameters in accordance with the Clean Water Act, 2006, its Regulations, and associated Technical Rules.
