Organizational Context

Under the guidance and direct supervision of the Team Leader for Pillar II – Environmental Governance and Disaster Resilience, the Programme Management Specialist is responsible for the day to day management of the UNDP programme on environmental governance and disaster resilience. The Programme Management Specialist will support the Team Leader with key focus to further improve project and programme management and to boost delivery for Pillar II, primarily targeting those projects that face delivery challenges. The Programme Management Specialist will also support the Pillar 2 staff capacity development by providing hands-on training activities in programme and project management.

Pillar II focuses on strengthening capacities at local, regional and national levels to manage and utilize natural resources in a sustainable way, to enhance resilience and adaptive capacity to long-term climate change including variability impacts and to reduce the associated risks of natural disasters. The Environmental Governance and Disaster Resilience Programme is being delivered through two output areas (Disaster Risk Reduction and Climate Change Adaptation and environmental governance) under DIM and NGO implementation modality. The Programme implementation was started in 2013, and UNDP engaged with the Ministry of Social Welfare, Relief and Resettlement and Ministry of Environmental Conservation and Forestry and other key stakeholders for implementation of national level institutional strengthening and capacity building in disaster risk management as well as in environmental governance. Programme management of Pillar II also covers projects “Addressing Climate Change Risk on Water Resources and Food Security in the Dry Zone of Myanmar” with the Adaptation Fund and the project titled “Strengthening Sustainability of Protected Area Management in Myanmar” funded by GEF. Total budget of all outputs under Pillar 2 for 2017 is USD 6.8 million.

The Programme Management Specialist works directly with the Team Leader and Output leads, programme/support staff and coordinates activities of the projects’ staff. The Programme Management Specialist works in close collaboration with the operations team, programme and project staff, HQ colleagues to devise strategy to support enhanced programme/project management and to recommend concrete measures to enhance the delivery of projects under Pillar 2 in short and long-run.

Duties and Responsibilities

Summary of Key Functions:

  • Ensure the Strategic direction of UNDP Programme in delivering the results of the Environmental Governance and Disaster Resilience Outcome Area;
  • Oversight of day to day management for timely implementation of the Environmental Governance and Disaster Resilience Pillar;
  • Support in delivering timely and quality reports of the projects under the Environmental Governance and Disaster Resilience Pillar;
  • Facilitate knowledge building and sharing to staff at large .

Ensure the Strategic direction of UNDP Programme in delivering the results of the Environmental Governance and Disaster Resilience Outcome Area, focusing on achievement  of the following results:

  • Engagement with Output teams in tracking the delivery of the project activities as planned in the quarterly work-plans with budget, realistic targets/milestones and activities, as per the endorsed AWP 2017.;
  • Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, advise on timely corrective actions for proper delivery, development of solutions, including NGO/NIM implementation, if any (assessment, reporting, audit etc. in line with HACT compliance);
  • Oversight of procurement planning across Pillar 2;
  • Support the Output teams for organizing the audits, external evaluations of the projects, donor missions, etc.;
  • Participate and contribute to Cross-pillar coordination of activities.

Oversight of day to day management for timely implementation of the Environmental Governance and Disaster Resilience Pillar.

  • Oversight support provided to the Output Teams for effective implementation of the activities as planned;
  • Support for effective procurement process and the skills transfer on these issues to national staff;
  • Efficient and effective management of cross-pillar procurement processes;
  • Participation in internal control mechanisms for adherence to UNDP rules and regulations in contracts, assets, procurement, recruitment, etc. as required;
  • Support in drafting or quality control of terms of reference, requests for quotations and requests for proposals for staff, individual contractors and professional services in consultation with the team;
  • Ensure compliance of operation with UNDP rules and regulations.

Support in delivering timely and quality reports of the projects under the Environmental Governance and Disaster Resilience Pillar

  • Provide quality control in preparation of the projects’ quarterly reports in ATLAS and ensure timely completion of the reports;
  • Support in preparation of donor reports (bilateral donors, AF, GEF);
  • Contributes to the identification of risks and issues and updating of risk logs in ATLAS;
  • Inputs to and finalization of Pillar Board report.

Facilitate knowledge building and sharing to staff at large

  • Devise and conduct systematic training on programme and project management to Pillar 2 staff, with special focus on NGO and DIM modality;
  • Advocates for UNDP with Government counterparts and ensures access to best available expertise;
  • Promotes identification and synthesis of best practices and lessons learned from the country programme for organizational sharing and learning;
  • Supports capacity-building of national counterparts and implementing agents;
  • Promotes a knowledge sharing and learning culture in the CO.

The key results have an impact on the success of country programme within the environmental governance and disaster resilience programme. In particular, the key results have an impact on the timely implementation of activities and delivery of results, as well as reaching delivery targets.

Required Skills and Experience


  • Master’s Degree or equivalent in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related field;
  • Master’s degree in Environment and/or Climate Change is an asset.


  • 5 years of relevant hands-on experience at the national or international level in providing programme and project management advisory services;
  • Hands-on experience in programme and project implementation (including procurement and HR);
  • Experience in quality assurance of the programme delivery, monitoring and evaluation of development projects;
  • Experience in working with UN agencies and UNDP for programme management will be considered as an advantage;
  • Experience in the usage of computers and office software packages, experience in handling of web based management systems (Atlas);
  • Strong interpersonal and written and oral communication skills;
  • Ability to work well in multi-disciplinary and multi-cultural teams;
  • Experience in coordinating diverse groups of stakeholders is desirable.

Language Requirements:

  • Excellent command of written and spoken English.
