Program Activity: Municipal Water, Sanitation and Hygiene Follow-on (MuniWASH 2) Activity
Position Location: Côte d’Ivoire and Benin (with possibility of regional travel)

DAI is a global leader in the WASH sector with a dedicated technical team located at headquarters and with an active portfolio of WASH related work spanning multiple donors and regions. Current/recent USAID-funded programs include activities in El Salvador, Haiti, Indonesia, Kenya, Lebanon, Nepal, the Philippines, Uganda, and Zambia. DAI takes a systemic approach to resolving the upstream protection and management needs of water resources while ensuring the efficient and equitable delivery of water and sanitation services to consumers. Currently, DAI has 10 active WASH related projects with a total value of $400 million. In addition to a robust WASH sector portfolio, DAI is a leading implementer of USAID’s local governance activities with a current portfolio including 13 active projects in Egypt, Honduras, Jordan, Liberia, Libya, Malawi, Mozambique, Niger, Nigeria, Ukraine, Zambia, and the Southeast Asian region.
Overview of the Project:
The anticipated US Agency for International Development (USAID) Municipal Water, Sanitation and Hygiene Follow-on (MuniWASH 2) Activity will improve financial viability and sustainability of private enterprises in the WASH sector and technical and operational performance among private and public actors. The activity will also improve sanitation market expansion, governance and management oversight, and regional learning. MuniWASH 2 will recognize that the institutional frameworks for WASH in Benin and Côte d’Ivoire are complex and adopt different approaches in those contexts, as needed. The activity will support national and subnational governments to establish and implement effective regulatory frameworks, financial incentives, and operational standards to strengthen the enabling environment for private sector engagement and investment. In parallel, the activity will support private enterprises to leverage community engagement, innovation, partnerships, and financing to develop cost-effective and scalable products and services that cater to the needs of underserved communities. MuniWASH 2 has four main objectives:
- Ensure effective sector coordination, with policy and regulatory frameworks in place and strengthened governance and regulatory capacity;
- Improve demand, ability to pay, and supply for inclusive, sustainable and climate-resilient sanitation;
- Increase investment in WASH from the public and private sectors; and
- Increase local, national and regional learning and knowledge sharing to learn from and replicate successful approaches.
DAI is seeking multiple short and long-term technical specialists with experience in the following areas:
- Water utility services/municipal water and sanitation supply services
- Private sector participation in WASH service delivery and product development
- WASH governance/decentralization and policy/regulatory/institutional reform
- WASH financing and investment mobilization
- WASH services/product demand generation and supply chain development
- Municipal level organizational learning (capacity building, internal reform, adaptive management)
- Knowledge management, communications, learning and uptake
- Grants management
- Gender, youth, and social inclusion
- Monitoring, Evaluation, Learning, and Adaptation. Prior experience with USAID M&E systems and WASH indicators preferred

Minimum Qualifications:
- University degree in a relevant field; advanced degree (master’s or higher) is typically preferred for senior positions.
- At least 7 years of relevant technical experience for technical leadership positions
- At least 5 years of progressive management and leadership experience for managerial positions
- Relevant regional experience in Côte d’Ivoire and/or Benin preferred.
- Experience with USAID and/or other international donor programs preferred; previous USAID experience typically required for operational positions.
- Strong communication skills – both written and oral – are required.
- Language skills vary by position: fluency in French and English language skills are preferred.
