The Bureau of Watershed Management in the Division of External Services is recruiting to fill a Wastewater Specialist at the entry or senior level, dependent on applicant qualifications.
This position will be headquartered in the Dodgeville or Fitchburg offices in WI, depending on space availability and the location of the selected candidate.
Remote work may be available for a portion of the work week, after the initial onboarding period.
This recruitment may also be used to fill future similar positions.

Position Summary
The Agricultural Runoff Management Specialist’s responsibility is to administer the Animal Waste Program and the administration and implementation of the agricultural and rural non-point management programs, as delineated in Wisconsin Administrative Codes NR 120, 151, 153, 154, and 243.
Duties include:
Evaluating permit applications and drafting and issuing permits
Conducting compliance inspections and providing educational information to large farming operations, as well as other customers.
Determining compliance at all operations and initiating enforcement action, if warranted.

Salary Information
Starting pay for Entry level is between $30.60 to $32.64 per hour (or $63,648 to $67,891.20 annually), in addition to excellent benefits. This position is included in the classification Wastewater Specialist within pay schedule/range 15-04.
Starting pay for Senior level is between $32.64 to $35.70 per hour (or $67,891.20 to $74,256 annually), in addition to excellent benefits. This position is included in the classification Wastewater Specialist-Senior within pay schedule/range 15-03.
This position is not represented by a collective bargaining unit. Pay on appointment will follow the provisions of the State of Wisconsin Compensation Plan.
A 12-month probationary period may be required.

Travel: This position will require travel throughout the assigned geographic area for field inspections and will require some occasional travel and overnight stays for meetings, trainings or other field work as needed. Minimal out-of-state travel may also be required.
Qualifications

Required qualifications include the following:
- Education or comparable experience related to natural resources management, water management, soil science, or agriculture
Best-qualified applicants will also have experience with at least one of the following:
- Addressing controversial subjects or resolving conflict with external parties/customers.
- Assessing and enforcing Natural Resources environmental compliance principles, procedures, and administrative code.
- Interpreting and applying regulatory policies, standards, or guidelines.
- Preparing or reviewing environmental permit applications.
- Investigating environmental complaints related to discharge of pollutants, such as a manure spill.
- Nutrient management planning (i.e., reviewing or preparing plans for the application of nutrients and setbacks to waterways, using SnapPlus or similar planning software, etc.)
