Assignment Title: Reviewing and advise on the sludge management strategy

The Government of Sint Maarten has received financing from the World Bank toward the cost of the Wastewater Management Project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include the assessment of Sint Maarten’s current sludge management practices, identifying environmental and social risks, technical limitations, and bottlenecks from future treatment plant expansion. Based on this assessment, propose feasible recommendations to address risks & impacts based on national and international requirements and industry standards.
The expected implementation period is two months, and the assignment is expected to start on April 1 2025

The National Recovery Program Bureau (NRPB) now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process. The criteria for selecting the Consultant are:

Applicants are free to choose a format for their Expression of Interest and CV, and are expected to present:
- CVs including relevant information about qualifications and expertise, strategic competencies or achievements;
- Relevant references from previous similar projects/clients.
NRPB reserves the right to invite any or all interested candidates to an interview.
The attention of interested Consultants is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers Fifth Edition September 2023 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Open Competitive Selection of Individual Consultants as set forth in the Procurement Regulations.
