Objective and Purpose of the Assignment
ICS/CS/AF 08 National Curriculum Specialists for Women’s Centre
2 specialists 4 person months each, over a 12-month period.
The mid-term review of DWSSP and the proposal for DWSSP-AF have identified the
strengthening of the capacity of the PIG as critical for the successful achievement of the project
objectives. The extension of project support for the establishment of a Women’s Development Centre
raises the need for capacity within the PIG to manage this aspect of the project. The engagement of
gender curriculum development specialists is considered necessary for the center to provide training and
capacity building programs for women.
The curriculum development consultants will be:
- engaged for 4 person months each over a 12-month period commencing in November 2024.
- based within Dushanbe reporting to the Head of the PIG
- working with the gender specialists within the PIG
Scope of Work
The Women’s Development Center (WDC) aims to improve living conditions for women,
contribute to gender equality through empowerment and knowledge and provide safe space for women
experiencing gender -based violence.
To this end, the curriculum development consultants will develop the priority training
materials required for furthering the objectives of the Women’s Development Centre including:
(i) Sub-sector curriculum for the establishment of capacities in the defined field;
(ii) Development of the methods for delivery of the curriculum (i.e. interactive, participatory,
discussion, group work, Q&A, practical demonstration, brainstorming)
(iii) Step-by-step guidance to trainers in the delivery / monitoring of the curriculum;
(iv) Development of training materials (i.e. handouts, literature, assignments);
(v) Developed training materials should be aligned with country context and rely on national
policy/legislation where relevant.
(vi) Testing of materials and refining
(vii) Submission of modules to be approved by the CWFA, Gender Specialist and PIG
(ix) To develop jointly with the Committee for Woman and Family (CWFA) under the Government of the
Republic of Tajikistan, criteria for the admission of women in dire need who have been subjected to
domestic violence for a stay of up to 3 months at the Women’s Development Center.

Minimum Qualification Requirements
- Expertise in the provision of gender development services
- Experience in the development of learning materials for adults
- Verbal and written fluency in Tajik, Russian and English
Minimum General Experience: 10 Years
Minimum Specific Experience (relevant to assignment): 5 Years
