PURPOSE OF THIS CONTRACT
The IP2 Project places a strong emphasis on learning, accountability, and continuous improvement through its project evaluations, seeking to generate knowledge and insights that inform future programming and contribute to positive social change in the region.
As the project is concluded its implementation by early 2025, The IP2 Project requires an experienced consultant to support the design and facilitation of the project closure workshop for the IP2 Project. The consultant will collaborate with the project team to ensure a well-structured and evidence-based report that meets donor requirements.
BACKGROUND AND CONTEXT
The Inclusion Project Phase 2 (IP2) contributes to sustainable development within the Greater Mekong Sub-region by promoting inclusive and sustainable governance of the region’s major rivers, especially the Mekong and Salween. The project builds on the achievements and lessons of the first phase of the Inclusion Project (IP1), which was delivered by Oxfam from 2014 – 2020.
In its second phase, Oxfam and its consortium partner – International Rivers (IR) – deliver the IP2 project through supporting communities and civil society partners in Thailand, Myanmar, Lao PDR, Cambodia, and Vietnam and regionally to engage and influence governments, inter-governmental bodies, and the private sector in water and energy planning and development. The project is funded by the Australian Department of Foreign Affairs and Trade (DFAT) and The Swiss Agency for Development and Cooperation (SDC).
In 2023, the project conducted the external midterm review, and the result of the MTR informed the project to revisit and update the project ToC as well the project result framework to ensure the project can achieve the expected outcomes and targets. Thus, the project updated the ToC and its result framework, with the proposal of project No-Cost-Extension till April 2024.
The Inclusion project has three main components as the following:
Outcome 1. Social Inclusion, Gender Equity and Women’s Leadership: Women leaders and representatives of marginalised social groups are playing leadership roles in influencing national and regional state and non-state actors in WRG and energy policy and planning processes
Outcome 2. Civil Society Engagement and Networking: Riverine communities and civil society actors are engaging with and influencing national and regional WRG and RE policy and planning processes and promoting the interests and rights of vulnerable social groups
Outcome 3. Government and the Private Sector: Target government and private sector actors at the national and regional levels increasingly comply with international standards and best practice and engage with and include the perspectives of civil society in hydropower and RE policies and plans
The objectives of the Project Closure Workshop are to:
- Mark and celebrate the overall achievements of the IP2 Project.
- Facilitate learning and sharing among IP2 partners and key stakeholders to identify and steer learning opportunities for longer-term engagement and synergies at country and regional levels on water and renewable energy policies and plans.
- Identify strategic thematic areas and issues for the next phase to enhance project sustainability and relevance in water governance and renewable energy sectors.
- Foster better cross-cultural relationships and cooperation among IP2 partners and relevant stakeholders from Mekong countries.
SCOPE OF THIS CONSULTANCY
The consultant will work closely with the IP2 MEAL Focal Point and IP2 Project Manager to design and facilitate the Project Closure Workshop and to produce the Workshop Learning Brief.
IP- 2 is looking for an external workshop facilitator(s) to facilitate this 3-days’ workshop in Cambodia or Thailand and finalize the workshop communication products (report and Learning Brief). The total consultancy days for this assignment will be 12 days, including 05 days for planning, 03 days for the workshop, and 04 days for reporting.
The external workshop facilitator(s) will work closely with the workshop organizing team to deliver this assignment. Detail of the roles and responsibilities is presented below:
JOB RESPONSIBILITIES
- Agenda Setting
- In collaboration with the workshop organizing team develop the workshop agenda and plan the sessions and facilitation methodology and tools.
- Work with session leads/facilitators/rapporteurs to identify the key learning questions, conduct the sessions, and capture the main findings/lessons shared.
- Develop the methodology that could ensure the effective engagement of participants and generate more learning that more contextualize and apply new information.
- Develop the final workshop report and a Learning Brief.
- Guidance: Facilitator will facilitate and guides to co-facilitators and thematic facilitators to foster discussion, lead activities and encourage learners to dive a little deeper into topics.

- Produce Workshop Report: A detailed report, 15-20 pages
- Workshop Learning Brief: 4-6 pages communication product capturing the key learnings and way forward.
BUDGET CONSIDERATIONS
The total budget is a maximum of USD 6000, including tax.
Oxfam will be responsible for 15% withholding tax for resident taxpayers or 14% withholding tax for non-resident taxpayers to the Cambodian Government from the respective net fee.
The consultancy is expected to be completed over the period of Dec 2024 to Jan 2025. The consultant is expected to deliver the following outputs:
This consultancy assignment will start from 10th Dec 2024 onwards and is expected to be completed by 30 Jan 2025.

Consultant Qualifications and Competency:
Qualification:
- Prior workshop/conference facilitation experience.
- Experience working with civil society-led influencing and advocacy programs.
- Technical and writing skills to distil content from various sessions.
- Ability to summarize key points, capture quotes, and document main messages delivered.
- Proficiency in English.
- Ability to transcribe and produce qualitative reports from recordings of online sessions.
- Knowledge in any of the four themes (gender equality, transboundary water, renewable energy, civil society) from regional perspectives.
Competencies:
- Taskmaster: Try to accommodate different learning style and encourage diverse participant engagement
- Being Empathy to the different emotion and cultural background and facilitator must be able to establish momentum, keep the pace and re-engage learner with different sessions.
- Being able to guide a group of people through a process depends on a structure and general idea of desired outcome.
- Be flexible, and plan for alternate directions that suit a group’s needs. And on the latter, knowing who’s in the room is key to bringing together many people who may not have worked together before.
- Ability to creating a safe space for others and effective communication and interpersonal skill that enable each participant feel safe, trust and listen without judgment.
- Ability to build a positive culture and able to create a more inclusive learning culture and environment.
