Objective and Purpose of the Assignment

Viet Nam’s rapid growth, particularly industrialization and urbanization are overstressing the 

environment, placing increased pressure on ensuring the country’s water security for all. The greatest 

pressures on water resources come from the speed of economic development and the changing structure of 

the economy. Essentially, the development of water infrastructure, the rapid rise in water use, and the 

emergence of growing risks to the resource such as pollution, population increase and climate change 

have outpaced the ability of water institutions to manage and regulate water resource development and 

use and to manage risks. The Viet Nam government, with support from the development partners, including 

ADB has been investing increasingly to its water policy and infrastructure development, including the 

Law on Water Resources, Law on Irrigation, Law on Environment Protection, Law on Natural Disaster 

Prevention and Control, Law on Forestry Law on Electricity, Law on Dyke Management, and number of 

decrees, circulars, decisions, plans to regulate the water resources management. However, there are 

still gaps and shortcomings that do not cover all the issues, which need to be managed to ensure water 

security and dam safety. 

 

ADB’s assistance is sought to provide qualified and experienced international and national experts and 

consultation support to assist the Ministry of Agriculture and Rural Development (MARD) to develop the 

“Viet Nam National Scheme on Water Security and Dam Safety for the Period 2021-2030, with a Vision to 

2045” (Water Security and Dam Safety Policy [WSDSP]) for the National Assembly approval. MARD will 

provide the necessary reference materials and logistic support to follow a participatory approach. This 

work includes desk studies, field surveys to collect the updated data/information, consultation with 

stakeholders, verification of information, liaison with MARD’s Working Group and other relevant 

government authorities, report writing and outcomes dissemination. Consultation workshops will be 

organized at key stages of the WSDSP preparation. 

 

Scope of Work

He/she shall mainly provide assistance to the team leader in the preparation of documents and 

facilitating the implementation of the activities necessary for development of the National Water 

Security and Dam Safety Scheme (Water Security and Dam Safety Policy [WSDSP])

 

Detailed Tasks and/or Expected Output

The specialist will carry out, but not limited to, the following activities and tasks: 

- collect baseline information and data on water-related disasters particularly flood and drought 

damages and assess the water-related disaster risks exposed to the country, including climate change 

impacts by collaborating with members of the Working Group; 

- assess the current constraints in Viet Nam on water-related disaster risk management and policies, 

projects, and programs to address the constraints; 

- assess the country priorities in managing water-related disasters, including the role of the different 

government agencies at the central and local level in water-related disaster risk reduction, 

preparedness, disaster relief, early recovery and reconstruction;

- take stock of the structural and non-structural flood measures and analyse their effectiveness in 

light of the institutional, administrative, and economic contexts of Viet Nam; 

- review best international practices and assess their application in Viet Nam; 

- provide recommendations for integrated and balanced structural and non-structural measures to mitigate 

water-related disaster risks appropriate to the Viet Nam’s political and economic contexts, including 

flood and flow forecasting and warning system, emergency plan and preparation, integration of green and 

gray infrastructures; 

- assess water-related disasters management investment needs to implement the National Water Resources 

Plan; 

- provide recommendation for institutional strengthening and/or reforms, proposing regulations on water-

related disaster risk management to ensure water security and dam safety; 

- contribute to consultation workshops, seminars, and reports.

 

Minimum Qualification Requirements

The specialist will have an advanced degree in water-related disaster risk management, hydraulic or a 

related discipline. The specialist will have at least 10 years of experience in formulation and 

implementation of drought and flood risk management. Experience in dealing with GIS tools and other 

spatial decision support systems is an asset. Demonstrated knowledge of, and ideally working experience 

(i) for this field in other Southeast Asia countries and/or (ii) for this field supported by 

international organizations are asset. He/she must have excellent written and oral communications skills 

in English.
