Objective and Purpose of the Assignment

Viet Nam’s rapid growth, particularly industrialization and urbanization are overstressing the 

environment, placing increased pressure on ensuring the country’s water security for all. The greatest 

pressures on water resources come from the speed of economic development and the changing structure of 

the economy. Essentially, the development of water infrastructure, the rapid rise in water use, and the 

emergence of growing risks to the resource such as pollution, population increase and climate change 

have outpaced the ability of water institutions to manage and regulate water resource development and 

use and to manage risks. The Viet Nam government, with support from the development partners, including 

ADB has been investing increasingly to its water policy and infrastructure development, including the 

Law on Water Resources, Law on Irrigation, Law on Environment Protection, Law on Natural Disaster 

Prevention and Control, Law on Forestry Law on Electricity, Law on Dyke Management, and number of 

decrees, circulars, decisions, plans to regulate the water resources management. However, there are 

still gaps and shortcomings that do not cover all the issues, which need to be managed to ensure water 

security and dam safety

 

ADB’s assistance is sought to provide qualified and experienced international and national experts and 

consultation support to assist the Ministry of Agriculture and Rural Development (MARD) to develop the 

“Viet Nam National Scheme on Water Security and Dam Safety for the Period 2021-2030, with a Vision to 

2045” (Water Security and Dam Safety Policy [WSDSP]) for the National Assembly approval. MARD will 

provide the necessary reference materials and logistic support to follow a participatory approach. This 

work includes desk studies, field surveys to collect the updated data/information, consultation with 

stakeholders, verification of information, liaison with MARD’s Working Group and other relevant 

government authorities, report writing and outcomes dissemination. Consultation workshops will be 

organized at key stages of the WSDSP preparation. 

 

Scope of Work

The specialist shall develop the outline of the draft final “Viet Nam National Scheme on Water Security 

and Dam Safety for the Period 2021-2030, with a Vision to 2045” (Water Security and Dam Safety Policy 

[WSDSP]) with reference to international water resources governance and will be responsible for ensuring 

quality of deliverables to be produced by national consultants under the team leadership of Water 

Resources Specialist (national). 

 

Detailed Tasks and/or Expected Output

1. He/she will review relevant international policies, regulations and reports in Water Security and Dam 

Safety and assess their applicability in the context of Viet Nam for developing the WSDSP. 

2. He/she will support the national consultants to review international experience, practices, and 

standards in relation to water security and dam safety, including national water security policy and 

legislation. 

3. He/she will also ensure coordination with other development partners who are assisting ministries and 

agencies in Viet Nam to develop similar policies, regulations and plans so that the contents of WSDSP 

are consistent with other policies, regulations, and plans.

 

Minimum Qualification Requirements

The Water Resources Specialist/Advisor shall have a Master degree or higher in civil engineering, water 

resources or a related subject. He/she should have at least 12 years of work experience in water 

resources planning. He/she should have experience as team leader or advisory positions in at least 3 

technical assistances or similar activities for water resources management and planning in Southeast 

Asia countries with a preference for having experience in Viet Nam. Experience in dealing with flood 

risk management, climate change adaptation, optimization of dam operations, dam safety and nature-based 

solutions is an asset. Knowledge of the Viet Nam government planning cycle would be an advantage. He/she 

must have excellent written and oral communications skills in English.

 

Minimum General Experience: 15 Years

Minimum Specific Experience (relevant to assignment): 12 Years
