Overview of position | Under the overall supervision of Programme Manager (WASH), and under the direct supervision of Programme Officer (WASH), and administrative supervision of relevant Head of Sub Office, the Incumbent will support the implementation of activities committed in project proposals and those required for development and sustainability of the IOM WASH programme in Afghanistan. S/He will act as a facilitator on community level to obtain good working relations with community and other stakeholders and shall support WASH programme activities. |
Role objectives | Core Functions / Responsibilities:1. Provide general and administrative assistance in the implementation of WASH Programme activities.2. Support administrative coordination of project implementation, liaison with diverse organizational units and external parties to initiate requests (including authorities), obtain necessary clearances, process and follow-up on administrative actions, etc.3. Support the WASH Programme Officer in implementing operations, including deployment plans, leaves management and other administrative actions.4. Support in the day-to-day installation, maintenance and operation of WASH facilities /services (i.e water treatment plant, water trucking)5. Assist in preparing estimations of material requirements, tools or equipment for the installation, operation and maintenance of WASH services6. Keep track of consumables for the operation of the WASH facilities7. Follow-up that materials are used in accordance with BoQ and instructions from the Regional Project Associate and WASH programme Officer keeping records and liaising with the Logistics Officer for request and delivery to implementation sites.8. Support the management of materials at satellite warehouses.9. Regularly follow-up on all basic portions of the WASH projects in progress and provide weekly updated summary to the WASH Officer.10. Assist in the implementation of basic WASH infrastructure projects11. Bring to the attention of the supervisor of any works which are not meeting timelines or where quality standards are not being met.12. Assist to retrieve, compile, summarize, and present information/data on WASH Programme topics.13. Perform other related duties as assigned. Perform such other duties as may be assigned. Required Qualifications and Experience Education · Bachelor’s degree in Public Health, Environmental/Civil Engineering, Environmental Science, architecture, construction, water management or related fields from an accredited academic institution with one (1) year of relevant professional experience.Or· High School Diploma with three (3) years of relevant professional experience Experience · Experience in WASH, construction / public infrastructure works, especially in conflict or post-conflict areas.· Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations.· Direct experience in the targeted provinces (Western region) is essential.· Experience in working with internally displaced people, victims of trafficking and other vulnerable groups.· Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage. SKILLS· Good assessment, analytical and planning skills· Good organizational and monitoring skills· Good oral and reporting skills· Team management and communication skills· Knowledge of water, sanitation and hygiene (WASH)· In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,· Demonstrated computer skills, including MS Office package.· Ability to work under little supervision Languages · For all Applicants, fluency in English is required (oral and written).· Working knowledge of Pashto or Dari is required.· Fluency in all national language(s) are highly advantages.
