The assignment has the objective to guide integrated flood management practices at the local; national and regional levels translating the ECOWAS Regional Flood Risk Management Strategy into guidance for action. (1) The consultant will prepare an inception report with a detailed workplan and methodology for all aspects of the assignment. The consultant will therefore liaise with the ECOWAS Commission and other stakeholders in the region; including member states and other regional organizations (i.e. CILSS/AGRHYMET; WASCAL; etc) and will consider / review among others (a) 2016 – 2021 Building Disaster Resilience to Natural Hazards in Sub-Saharan African Regions; Countries and Communities program; (b) member state initiatives; (c) ECOWAS regional initiatives; (d) global initiatives on disaster risk reduction; humanitarian affairs; water resources management; environment and climate change (e.g. DREVE; EW4All; others). (a) The consultant will organize stakeholder consultations in a virtual manner; that takes stock of the results of the implementation status of the ECOWAS Regional Flood Risk Management Strategy in the region (virtual stakeholder meeting 1).(b) The consultant will provide the inception report within six weeks upon signature of the assignment.(c) The inception report will include a structured overview of the available information for the assignment; including any issues for accessing the information. (2) The consultant will (a) take stock and collect available data and information on flood hazard; vulnerability; and risk for the ECOWAS region and (b) review flood risk maps; which were prepared under the 2016 – 2021 Building Disaster Resilience to Natural Hazards in Sub-Saharan African Regions; Countries and Communities program. (a) The consultant will take stock of existing data on flood hazard; vulnerability and risk that are available for the ECOWAS region at different scales. This may include; but not be limited to; relevant approaches such as FANFAR (AGRHYMET); Aqueduct (WRI); Early Warning 4 All (UNDRR); open satellite derived information and others.(b) The consultant will evaluate the relevant information in terms of its applicability to decision makers in the ECOWAS region who should implement the ECOWAS Regional Flood Risk Management Strategy at local; national or regional level. (c) The consultant will prepare a user guide for practitioners on accessing and utilizing the data and information in the context of the ECOWAS Regional Flood Risk Management Strategy. (d) The consultant will review the flood hazard maps and will compare them with open satellite data-based flood hazard maps. The consultant will evaluate the flood hazard maps for suitability for flood risk analysis. (3) The consultant will identify; describe; and evaluate good practices in West Africa and globally that have successfully demonstrated robust; integrated flood risk management and which can be recommended to member states for the implementation of the ECOWAS Regional Flood Risk Management Strategy and 2020-2025 Action Plan. This may include both structural and non-structural measures; such as for example; the sponge city approach; space for rivers; early warning and hydromet services; nature-based solutions; use of indigenous knowledge; contingency planning; etc. The consultants will summarize the findings in a guide for practitioners on good practice for integrated flood risk management in the context of the ECOWAS Regional Flood Risk Management Strategy and 2020-2025 Action Plan.(a) The consultant will establish a review framework that would allow an objective assessment of these good practices in terms of; among others; applicability; sustainability; effectiveness; and efficacy. (b) The consultant will assess and evaluate these good practices for their concrete applicability at local; national; and regional levels within an integrated flood risk management framework. (c) The consultant will formulate relevant planning tools that may be available for local; national; and regional administrations.(d) The consultant may organize a virtual consultation meeting with stakeholders in the region (virtual stakeholder meeting 2). (e) The consultant will describe and summarize the recommended best practices with concrete examples in a guidance note for practitioners (report). This should include; where possible; links to reports and multimedia examples. (4) The consultants will conduct at least one case study for a flood hotspot in West Africa; an area of regional significance for flood management in terms of its potential social and economic impacts; or transboundary impacts likely to affect more than one ECOWAS member state.
