The Idaho Department of Water Resources (IDWR) offers an exciting opportunity for a leader to impact water resource management throughout Idaho. IDWR seeks a Water Resources Bureau Chief – Water Allocation to manage the IDWR’s water appropriation and adjudication programs. This executive leadership position oversees all aspects of permitting, licensing, and changing water rights. This position leads IDWR’s efforts in the ongoing general stream adjudications in the state, including receiving water right claims from the public and issuing recommendations to the Adjudication Court. This position also leads IDWR’s efforts to archive all current state water rights records in hard copy and digital formats and to maintain the agency’s Enterprise water rights database.
Example of Duties
- Plans, organizes, directs, controls, and staffs bureau operations
- Determines long-term objectives, priorities, programs, and develops strategies to address priorities
- Drafts proposed legislation and rules
- Authors & implements program policies, procedures, and standards
- Hires, trains, and evaluates subordinate managers and staff
- Prepares and monitors program budgets
- Coordinates activities with other programs within the department
- Participates in department strategic planning, policy development and compliance, and performance evaluations
- Represents the department at meetings
- Gives expert testimony in water rights and adjudication matters
- Presents draft legislation to the legislature
- Testifies to legislative committees
- Interacts with water users regarding significant water policies and issue
- Conducts conferences and hearings for complex contested matters
- Presents on behalf of the department in various settings.
- Regional Offices-typical responsibilities:
- Hires, trains, and evaluates subordinate managers and staff
- Oversees regional office activities and coordinates those activities with other programs in the department
- Prepares and monitors program budgets
Minimum Qualifications
Some Knowledge of:
- Management practices
Experience:
- Supervising technical staff and programs
- Assessing program or project outcomes
- Administering state agency policies and procedures
- Preparing and presenting oral presentations to executives or governing boards
- Writing technical documents and reports
- Interpreting and applying federal and state laws, regulations, or directives
Minimum Qualification Specialties:
Good knowledge of:
- Water use requirements, water delivery methods, and water measurement techniques
Experience:
- Interpreting, applying, and explaining state laws and rules related to water appropriation and use
